【何孟奎／台北報導】總統府月會今天邀請工研院董事長蔡清彥以「從創新型經濟思維看台灣高科技產業轉型」為題作專題報告，蔡清彥表示，工研院過去兩年積極推動創新創業，有些作法可提供參考；他並從新創事業帶動產業轉型、如何建構新創事業友善環境，以及如何重新塑造創新創業文化三部分提出分析。

蔡清彥說，台灣資金多，但卻是對創新、創業極不友善，創投角色疲弱，已造成台灣產業結構無法轉型，不利新創公司養成，而且台灣不採有限合夥人制，創投業跑到開曼群島登記，現在即使要在台證交所掛牌，也只能是F股，一進台灣資本市場，企業價值就被打折扣。

【黃揚明／台北報導】綠委許智傑、蔡煌瑯、邱志偉今與2008年5月9日發生命案的空軍中士蔡學良家屬開記者會，許智傑質疑，軍檢認定蔡是手持T65步槍自殺，但蔡頭部傷口絕對不是步槍造成，而是手槍，家屬懷疑是遭蓄意槍決，將向軍檢控告謀殺，讓該案重啟調查。

蔡煌瑯感慨：「別人的孩子在軍中真的都死不完？」T65步槍如果從嘴巴開槍，保證後腦開花，不會只有小小傷口，用自殺結案是軍方最便宜行事的做法，應重啟調查還蔡學良一個公道。

許智傑也準備模擬T65步槍，強調一般人根本很難持槍自殺邱志偉也批，一般常識就能推翻軍檢報告，根本是官官相護、草菅人命，本案應比照江國慶案，重啟調查並由刑事局、非軍法體系檢調重新審視，否則一定沉冤未雪，「不重啟調查的話，國防部真的是沒救了！」

【綜合報導】中國內蒙古自治區滿州里人民法院，最近貼出一張提醒市民守法的宣傳海報，引起了大批網友熱議。

畫中的左側為一朵盛開的菊花，下面寫有「入獄前」；右側則是一朵破殘的向日葵，下方標明「入獄後」。宣傳海報讓不少網友「驚呆了」，也笑稱這圖「很有內涵」。多名網友更以周杰倫的《菊花台》歌詞「菊花殘，滿地傷」來評論，當然也有人質疑真實性。

而滿洲里市人民法院相關人員受訪時表示，其實宣傳海報要傳達的訊息是：「遵紀守法就會像含苞待放的花朵，欣欣向榮，如果違法，人就會蒼老和枯萎」。

蘇貞昌呼籲，馬英九身為最高三軍統帥，不要認為這只是小兵之死，而是應該看到國防大漏洞與國防的大弊病，同時也應負責任並交代清楚。
