【連欣儀／綜合外電報導】中國人民銀行（人行）今天在官網上公告，7月20日起鬆綁金融機構貸款利率管制，包括取消金融機構貸款利率0.7倍下限等，以進一步推進利率市場化改革。
 
人行鬆綁金融機構貸款利率管制方法包括：一、取消金融機構貸款利率0.7倍的下限，由金融機構根據商業原則自主確定貸款利率水平；二、取消票據貼現利率管制，改變貼現利率在再貼現利率基礎上加點確定的方式，由金融機構自主確定；三、對農村信用社貸款利率不再設立上限；四、為繼續嚴格執行差別化的住房信貸政策，促進房地產市場健康發展，個人住房貸款利率浮動區間暫不作調整。
 
人行預估，全面放開貸款利率管制後，效益包括金融機構與客戶協商定價的空間將進一步擴大，有利於促進金融機構採取差異化的定價策略，降低企業融資成本，以及有利於金融機構不斷提高自主定價能力，轉變經營模式，提升服務水平等。

【綜合報導】美國麻州警方今日公布一系列波士頓炸彈犯弟弟佐哈爾(Dzhokhar Tsarnaev)逮捕之夜的照片，可以看到佐哈爾的頭部遭到狙擊手瞄準，而佐哈爾的衣服沾上斑斑血跡，神情相當狼狽。

這系列照片由麻州攝影員警墨菲(Sean Murphy)提供給《波士頓雜誌》(Boston Magazine)刊登，他表示日前《滾石》雜誌將佐哈爾當封面，並試圖「美化」佐哈爾形象，讓他和其他參與辦案的員警都無法接受，因此他決定公開照片，讓世人看到佐哈爾狼狽又醜陋的一面。

【綜合報導】「311東日本大地震」發生至今已經過去2年，受災嚴重的福島核電廠仍不斷傳出與輻射相關的負面消息，除了在土地、周邊海水測得超量的輻射污染，在工作人員體內也驗出超量的放射性碘，現在又從韓國傳出，當地日本農民種出各種各樣「變異」的蔬果，包括五條連生的「五胞胎」茄子、多體連生有如病態腫瘤的番茄等，更是讓人擔心。

但也有日本網友出面表示，類似的怪異蔬果也曾在其他國家出現，即便產地是日本，也離福島很遠，不該如此造謠。

【高堂堯／南投報導】水里鄉58歲林姓男子昨晚10點左右喝得爛醉、倒在路旁睡著，民眾發現後通報消防隊；消防隊發現林男手受傷、將他送醫救治；未料林男 上車後卻大發酒瘋，頻頻辱罵消防隊員：「幹你娘，我又沒怎樣，幹嘛送我去醫院！」又拿起智慧手機「反蒐證」、甚至比中指。救護車到院後，林男被送進急診 室，突然起身對石姓替代役男呼了一巴掌、還出腳踢他，雙方爆發推擠，另一名消防隊員連忙將石姓役男拉開，隨後報警。

警方到場後，林男仍不斷出言辱罵，甚至取下救護車上的急救包作勢攻擊員警，被員警制止後帶回警局偵辦，林男酒醒後坦承酒後情緒失控打人，石姓役男表示將提出傷害告訴，警方依妨害公務、毀損公物和傷害罪嫌將林男移送法辦。
