金管會與央行為進一步控管不動產授信風險，上周五(19日)已由金管會發函銀行，禁止銀行受理建商以不動產信託受益權為擔保，向銀行取得更多的周轉金，以免擴大銀行債信風險，造成房市泡沫；同時，禁止轉讓預售屋的不動產信託受益權，也可避免損及投資人的權益。

金管會指出，銀行受理這類不動產受益權，大都是做為融資擔保品。官員擔心，建商在建案開發時已取得一般土地、建築融資，如再進行不動產信託受益權的質設或轉售，向銀行取得資金，將擴大金融銀行業的不動產授信風險，也讓建商變相取得更多資金，加重房地產市場泡沫。

此外，金管會也表示，不動產信託主要用意就是要保障消費者的權益，當建商發生問題，無法依約提供商品時，信託的受益權第一順位屬於繳交預付款的消費者；當建商轉售此受益權予投資人(資金提供者)，很可能造成這些投資人權益受損。

建商坦言，2011年5月政府推出「預售屋履約保證機制」，要求建商在預售屋買賣定型化契約的履約保證機制下，將購屋客戶所繳的預售屋款項存入信託帳戶，並專款專用。而有些建商為擴大財務操作，因此將預收款轉給金融機構、壽險、或租賃業者；相關的操作以小建商較靈活，大型建商則普遍因資金取得成本低，口袋較深，較少見如此操作。

建商指出，這是建商資金運用的一項工具，讓建商可在預售屋未完工交屋前，藉由轉讓信託受益權，活化資產、提高資金效益的極大化，而承購受益權的金融機構在持有期間1、2年，通常可享有比一般放款利率更優惠的報酬，通常是4%，甚至有達到5~8%的，這可說是雙贏。

如今，金管會已正式禁止銀行受理建商以不動產信託受益權為擔保取得資金，建商則認為，這將使資金活化運用的管道再少一項，不過，對建商而言衝擊雖不大，因為政府不斷的減少融資比例、拉高土融、建融的利率，早使建商推案的自有資金拉得較以往高，過去可能2、3元就可以做10元的案子，現在要4、5元，甚至5、6元才能做，如今再切掉預售屋不動產信託的資金活化之路，對小建商而言較不利。

【林奕雯／台北報導】韓國偶像團體「NUEST」，今午首度訪寶島，他們稍早在晶華酒店辦記者會，因新曲《喂Yeo Bo Se Yo》在台很受歡迎，成員們昨在記者會學接電話必講的中文，模擬接到電話、用中文說「喂」的場景，十分逗趣。

【綜合報導】根據日本媒體表示，日本天皇因為自己的一個行程，導致新幹線遲到2分鐘，耽誤到其他旅客乘車時間，他為此感到相當內疚，也對國民表達抱歉。

據了解，本月4日日本天皇和皇后原定搭乘新幹線，前往311災區視察，天皇搭乘車隊從皇宮出發後，在前往新幹線的路上遇上一個吊車車隊，天皇指示先讓吊車通行，沒想到耽誤到搭乘新幹線的行程，讓新幹線多等2分鐘，也影響其他旅客的乘車時間。

天皇得知後，表示非常抱歉內疚，已經指示宮內廳，未來有出訪行程一定要提前出發。

【李俊淇／新北報導】新北市1名27歲鄭姓機車騎士昨晚下班返家時，行經新店區安康路三段時，疑過彎不慎摔車，翻滾時遭背包帶纏頸，一名經過民眾發現時，摔車的鄭男已臉色發紫、口吐白沫，連忙停車報警並上前將纏在鄭男脖子上的背包帶解開，警消獲報趕到現場，送醫搶救後仍是不治。

警方調查，車禍現場並無撞擊碎片，僅有機車拖地痕跡，初步研判是過彎不慎自摔所造成，將調閱監視器釐清事發原因，而詳細死因則需等待法醫解剖才能確認。
