洪案爆發已久，家屬表示已對相關單位失望透了。洪慈庸說，對於總統府及國防部等單位的做法，家屬不僅失望，且「已經不抱任何希望」，軍方模糊焦點，家屬很不解。

洪慈庸說:「我們不想知道范佐憲有沒有違法賺外快，或是任何與案情不相干的事情，家屬只想知道真相!」

【綜合報導】國民黨籍台北市議員賴素如，涉收雙子星大樓開發商太極雙星團隊賄賂1百萬元，又將犯罪所得藏匿在助理帳戶中，且帳戶中又有5百萬資金來源交代不清，台北地檢署今依收賄罪、隱匿犯罪所得、財產來源不明罪等3罪起訴賴素如，檢方並請法官重判，賴素如最重可判無期徒刑。

行賄的太極雙星金主程宏道、顧問賈二慶、白手套彭建銘均依收賄罪起訴，其中，賈、彭因坦承犯行，檢方請求法官減輕其刑。

至於是否還有其他市議員涉案，北檢表示，因查無實據，今一併簽結。

為防堵狂犬病在國內大爆發，疾病管制署緊急與國際藥廠洽談，上午傳出好消息，賽諾菲安萬特藥廠允諾提貨一萬劑人用狂犬病疫苗，預計8月2日抵台。疾管署副署長周志浩指出，疫苗到位後，優先提供高風險的動物處理及捕犬人員接種，約有萬人之多。

周志浩指出，疾管署啟動專案進口疫苗機制，這幾天陸續有人用狂犬病疫苗到位，不過，數量均不多，到今天為止，全國僅約2000劑。賽諾菲安萬特藥廠一萬劑疫苗是目前最大一批的採購量，有助於疫苗的調度及分配。而被列入優先施打對象，都可免費施打疫苗。

周志浩粗估，高風險群人數約一萬人，屬於暴露前接種預防，需要接種三劑，才能獲得足夠的保護力。至於遭野生動物咬傷者則為需暴露後接種，必須接種五劑疫苗。

至於免疫球蛋白，周志浩指出，國內現存藥物確實相當少，不過，首批進口120瓶2cc免疫球蛋白針劑最快將在這個周日晚間抵台。

預計到了8月中旬，又會有150瓶10cc針劑到位。周志浩表示，免疫球蛋白是注射在動物咬抓傷的傷口附近，用來綜合病毒的毒性，使用劑量係以傷者體重來計算，體重一般者約需10cc，如果超過80公斤以上，則需更多劑量。

周志浩強調，目前實驗室所演檢出來的狂犬病病毒屬於主要類型，會出現在嗜肉哺乳類動物，包括貓、狗及野生動物都可能遭受感染，研究顯示，目前所採購的疫苗具有相當好的保護力，民眾不用擔心。

【戴安瑋／台北報導】曾踢爆農委會隱匿禽流感疫情的公民記者李惠仁，昨晚在其臉書上爆料，「當台大龐飛教授的研究團隊，急如熱鍋螞蟻，請國家實驗室複診狂犬病時。........猜猜看，哪三位農委會高官跑到中國，然後四處宣揚如何用高梁酒打敗對岸的官員.....?」他進一步說，這3位是防檢局副局長趙磐華、組長邱垂章和家衛所長蔡向榮。
 
公民記者李惠仁昨說，6月24日當台大獸醫專業學院教授龐飛從南投魚池等3處撿來的鼬獾身上檢出狂犬病毒，這3名防檢局官員卻於6月29日赴中國參加兩岸獸醫管理會議，還四處宣揚他們用高梁酒打敗大陸高官，把檢驗工作擱一邊，直到7月9日回國後才複檢確認，明顯延誤疫情。
 
防檢局副局長趙磐華說，他們到中國大陸參加會議，是早就安排的，且經過長官同意的，當時並沒爆發狂犬病疫情。他強調，台大獸醫專業學院教授龐飛是6月24日將在南投等地撿拾的3隻疑似罹患狂犬病的鼬獾送到防檢局，防檢局6月26日將該案送家衛所後，家衛所的檢驗與龐飛檢驗相似度達88%~92%，當時無法確認是否真的罹狂犬病毒。
 
趙強調，6月29日他們赴中國大陸參加該會議時，龐飛尚未補送南投鼬獾的腦組織乳劑，後來在7月3日補送後，家衛所也馬上處理，並沒有延誤檢驗。
 
蔡向榮則說，他確實有去中國大陸開會，但「我不在，同仁還是可以檢驗」。

針對中國大陸大學校長建議台灣對來台陸生應該一視同仁，受限於陸生三法等於是在陸生身上貼標籤，對此教育部次長陳德華回應，陸生政策中的「三限六不」正朝著逐步鬆綁的方向規劃，但他也強調，台灣社會對這方面仍有疑慮，現階段不可能一次就全面鬆綁。
