【吳家翔／台北報導】審計部今公佈去年「中央政府總決算審核報告」指出，外交部每年度支付駐外館處租金逾10億元，從2008到去年，累計支付租金超過58億元。而外交部擬先購建的13個駐外館處名單，截至今年4月，也僅完成駐紐約辦事處、約旦與常駐世界貿易組織代表團3駐館，推動進度落後。

審計部指出，原估駐紐約辦事處等3駐館購建所需經費19億元，但實際執行支出經費達27億餘元，較預估高出8億餘元，倘若物價持續上漲，駐外館舍購建期程愈長，將耗資更鉅，應加速執行，以節省租金與相關購建經費。

外交部函復，未來將以每年編列1至2個駐外館舍購建計畫所需一次性或分年預算的原則辦理，逐年推動駐外館舍購建計畫案，並持續積極研議其他可行方式，期能加速推動駐外館舍購建計畫。

【潘志偉／新北報導】新北市中和錦和運動公園旁的壘球場，昨晚9時許一對情侶散步時發現樹上有1名男子上吊自殺，嚇的2人趕緊打電話報警，救護車抵達現場查看，男子已明顯死亡，警方在現場勘查，並在旁邊發現死者攜帶包包，裡面只有不明藥袋，並通知家屬。死者母親趕到現場確認，隨後由警員陪同至派出所製作筆錄。

死者母親向警表示，兒子跟1名女子交往4年，今年4月份時常常跟女友吵架，疑感情因素想不開，前天離家後就失去聯絡，直到警方在接獲電話才得知兒子已身亡。

高雄、台中昨都出現鼬獾染狂犬病首例，咬死鼬獾的護主家犬都面臨可能安樂死，讓狗主人相當不捨；兩家飼主祈禱愛犬不要染病，「只要沒事，一定會帶寶貝們回家，繼續照顧。」

高雄市田寮區廿六日闖入張姓民宅遭家犬咬死的鼬獾，昨確為狂犬病陽性，兩隻護主忠犬「老查」、「黑妞」前晚被送往動物收容所隔離觀察，一旦染上狂犬病，將被安樂死，讓張姓飼主好不忍。

張姓居民說，老查和黑妞是對忠犬夫妻，近一個多月來，兩度救了他們堂兄弟一命。六月上旬一隻鼬獾闖進屋，被老查和黑妞趕出門，隔天凌晨老查和黑妞叫不停，他在客廳沙發驚醒，看到兩隻狗追著鼬獾，鼬獾慌亂中衝到沙發邊，咬了他左腳踝一口後跑掉。當晚又跑來，兩隻狗幫他「報仇」，將鼬獾咬死。

本月廿六日另隻鼬獾又上門，堂弟遭攻擊，老查和黑妞再度衝上去護主，聯手咬死鼬獾。

張姓居民昨盯著手機上老查和黑妞照片，希望兩隻忠犬安然度過觀察期，「我一定把牠們帶回來，更加疼惜。」

台中市新社區劉姓市民的家犬也因咬死染病鼬獾，昨早由動保處帶走隔離，劉不捨說：「是狗狗救了我！」廿六日早上拉不拉多犬「小寶」猛搖尾巴，隨後往門外走，「好像有事要告訴我，要我跟牠走。」走約一百公尺，另一隻家犬「眼鏡」看見他，猛咬地上鼬獾屍體。

「我想狗狗是為了保護我，不讓鼬獾進屋，先咬死牠。」劉姓居民說，他養了十隻狗，這兩隻特別有靈性，也是最好警衛，「牠們忽然被帶走，好像失去了家人。」簽下安樂死同意書那一刻，手在抖，「如果狀況一切良好，沒有狂犬病症狀，我一定帶寶貝們回家，繼續照顧牠們。」

【綜合報導】白宮證實前總統吉米卡特(Jimmy Carter)，將前往北韓進行私人訪問，根據韓聯社報導指出，卡特前往北韓將協商釋放美國傳教士肯尼斯貝(Kenneth Bae)，北韓指控肯尼斯貝計畫推翻北韓，判他勞改15年。
 
不過根據華盛頓時報(The Washington Times)最新報導指出，吉米卡特發言人否認卡特有出訪北韓的計畫。
