【綜合報導】洪仲丘案點燃民眾怒火，軍中黑幕也一一被揭發。高官像軍閥，關起營門我最大；低階士官程度差又不正常；志願役就是看義務役不順眼，能多修理一天算一天；趙少康不禁質疑：「這樣的軍隊怎麼打仗？」

廣播電視主持人趙少康今天在《蘋果日報》論壇版發表《楊念祖難撼動軍方》一文中指出，每年國防預算高達3千多億，但是依舊每年造就10幾萬痛恨軍中文化的役男，從這次洪仲丘事件中可以看出端倪。不僅國防部長高華柱因此下台，更讓國軍的存在價值，都被人質疑。現在由楊念祖這位「文人部長」接掌國防部，趙少康質疑「他真的能夠做好嗎？」

趙少康認為，文人部長只是一個起步，楊念祖必須有聲望、有能力、有魄力，能夠結合社會力、輿論力和政治力，要有總統和立法院的全力支持，才有可能與軍中根深柢固的既存勢力抗衡。否則到頭來楊念祖也只會一事無成，有志難伸，送死而已！

【聯合報╱記者謝梅芬／高雄報導】 高雄捷運公司昨天率全國之先，啟用月台博愛接駁車，由高爾夫球車改裝，是高雄東北扶 輪社向日、韓等國際扶輪社募款來的，未來只要是年長者或行動不便者，都可以向站務人 員要求搭乘博愛接駁車。 博愛接駁車共有3部，兩部配置在美麗島站，1部放在國際機場站，主要是這兩站搭乘捷運 的距離較遠，必須走數百公尺，才能走到捷運車廂，有了博愛專車，就可以不必走太多的 路。 博愛接駁車是由國際扶輪社東北扶輪社發起，結合韓國清洲中央扶輪社、日本西宮夙川扶 輪社、日本甲府北扶輪社及日本野洲扶輪社共同購買，贈給高雄市身心障礙團體聯合總會 ，再交由高捷公司認養，高捷必須提供一名駕駛員及油料、車輛保養。 博愛接駁服務車8月3日起上線服勤，有搭乘需要的乘客，可洽當站服務人員。 高雄市身心障礙團體總會名譽理事長王道鴻昨天試乘後，認為構想很好，尤其是高齡化社 會，銀髮族增加，符合需求。 高捷董事長郝建生說，還會再和身心障礙團體溝通協調，依身心障礙團體的需求裝設備， 考慮加設座位，方便陪伴者搭乘。 http://udn.com/NEWS/DOMESTIC/DOM6/8060856.shtml -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 111.248.131.239

【李定宇／新北報導】移民署今天發布「香港澳門居民進入臺灣地區及居留定居許可辦法」新修正內容，將原先「居留延期年限每次不得逾1年」的規定，放寬條件從1年延伸為2年。
 
移民署指出，港澳居民原持臨時入境許可證來台居留，可視情況延長停留1或2個月，現在可改申請入出境許可證，停留效期自入境起為3個月，視情形得再延期。

【林慧娟／綜合報導】美國女星琳賽羅漢（Lindsay Lohan）今天結束為期90天的強制治療，從洛杉磯馬里布Cliffside勒戒中心出關，她看到鏡頭面帶微笑，心情、氣色都不錯。美國《紐約日報》報導，她這幾天將和勒戒導師同住，沉靜幾天後再重返花花世界。
 
27歲的她去年開車肇逃、製作假筆錄被撤銷緩刑，法官判她進勒戒中心90天，30天社區勞役及18個月的心理治療，5月2日住進貝蒂福特勒戒中心，後來轉到Cliffside勒戒中心完成90天療程。
 
她預計下周重返螢幕，5日客串主持夜間脫口秀《Chelsea Lately》，接下來將接受歐普拉專訪。歐普拉以200萬美元（約6千萬元台幣）高價，爭取到琳賽羅漢的獨家專訪，並將為她製作8集紀錄片，8月中在「OWN」頻道播出。
