國防部今天下午開記者會表示，陸軍司令李翔宙呈請國防部辦理退伍，國防部長嚴明已予慰留。

國防部軍事發言人羅紹和表示，7月16日李翔宙因為洪仲丘案第一次提出請辭，當時前國防部長高華柱予以慰留，高並明確說政治責任將由他自行承擔，希望李翔宙繼續做好陸軍建軍備戰工作，力求陸軍人事穩定，以及希望他繼續協助處理洪仲丘案後續事宜。

（中央社記者林行健馬尼拉9日專電）菲律賓8名海岸防衛隊隊員將因台灣漁船「廣大興28號」遭射擊事件而面對殺人罪控告，海岸防衛隊表示，尊重國家調查局的調查結果，但會全力捍衛同袍。

海岸防衛隊發言人巴里羅（Armand Balilo）今天向中央社記者表示，菲律賓國家調查局公布調查結果之後，海岸防衛隊人員的心情與士氣陷入低潮，但會尊重調查結果，而海防隊司令官承諾全力支援涉案人員。

菲律賓國家調查局前天公布廣大興案調查結果，認為射擊台灣漁船的海防隊隊員不當使用致命武力，建議以殺人罪起訴8名涉案人員，其中4人試圖掩蓋事實，加控妨害司法罪名。官員透露，可能在下週就會向檢察官辦公室提告。

巴里羅說，海防隊將循司法程序捍衛8名同袍，事實上，已有兩所菲國知名大學的律師自告奮勇，願為他們辯護。

菲律賓國家調查局報告指出，雖然海防隊在追逐廣大興28號漁船時有先鳴笛及鳴槍，但以致命武力射擊無武裝的台灣漁船，有違接戰守則規定，對此，巴里羅回應，海防隊將檢視接戰守則相關規定。

面臨提告的8名海防隊人員目前仍禁足在未公開地點，可能是在海岸防衛隊總部的營房，或是海岸防衛隊的船艦上，另7名經調查未開槍射擊的海岸防衛隊隊員和2名漁業署人員，將返回各自的崗位執勤。

巴里羅說，台菲海防單位合作良好，他感謝台灣海巡署不久前在台灣海域救起3名遇難菲國漁民。

他補充說，事實上，菲國海防隊過去也曾多次救起引擎故障或遭遇颱風的台灣漁船，希望廣大興事件不致影響台菲海防單位之間的合作關係。1020809
