| 憲兵崩潰 抱營區大門喊救命

【綜合報導】偵辦洪仲丘案的北部地區軍事檢察署，昨天上午發生1名軍事看守所憲兵疑似適應不良，導致精神崩潰，突然衝向大門，大喊救命，要求出去，同袍準備將他帶回，他卻語無倫次，歇斯底里大叫「救我，他們都要殺我」，此事讓軍檢臉面無光，趕緊將他送往國軍桃園總醫院治療，經精神科醫師診斷後，決定先讓他住院觀察。
中心綜合醫院減壓科醫師李光輝指出，曾男並非承辦洪案，不會承受重大壓力，從他對場景認知，以及認識長官的情況分析，應非精神疾病，可能是當兵壓力、適應不良，造成換氣過度症狀，台語俗稱「抓狂」，醫學名詞「自律神經失調」。

標題[問題] 開車到拉拉山

小弟周末要開車到拉拉山 預計從基隆出發 先到復興鄉普拉多山丘假期放行李(晚上住那) 然後再開上拉拉山走走 買些水蜜桃之類的差不多傍晚再下山 想請教 這兩段路程的交通時間大概會花費多久? 我用GOOGLE MAP估計都只要一小時多一些 可是爬文很多人都估計得比這久非常多 我想確定一下時間才好排行程 有請在地人解惑了 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 210.240.28.250

【綜合報導】郭書瑤日前隨《空姐愛旅行》團隊赴青島出外景，一向甜美可愛的她，挑戰吃「炸五毒」，大嗑蜈蚣及蠍子。
郭書瑤形容滋味：「蜈蚣吃起來像『軟殼蟹』、蠍子吃起來『鹽酥蝦』，很好吃。」難怪被封「郭大膽」。但她看到「活蠍子」與「蜈蚣」及「蜂蛹」蠕動，一度嚇得不敢靠近，大呼：「蟲在地上爬來爬去，看得我腳好癢。」

行政院日前拍板定案「第三方支付」，招致市場批評「不符合現有需求」，政府誠意做足，再度邀請各部會及相關業者，討論第三方支付業者從事儲值業務，其中歐付寶總經理林一泓表示，之前拍板定案時，可接受，但不是很滿意，但政府持續努力與業者溝通開會，滿意度愈來愈高！
日前針對銀行公會所規劃銀行受理客戶以網路方式開立「儲值支付帳戶」機制，多數業者表達支持或肯定「儲值支付帳戶」機制的推動，未來第3方支付服務將採雙軌模式，其中與銀行業者合作，由銀行提供儲值，並由銀行公會規劃金融機構「網路儲值支付帳戶」機制，開辦線上儲值帳戶；另一種則是非銀行的第三方支付業者依循《電子票證發行管理條例》，資本額必須3億元以上，與現階段第三方支付業者型態規範不合，被批評穿「不合身衣服」。
林一泓強調，政府誠意做足，持續與業者開會討論，相當肯定！未來還要聽取各界意見，才會有完整的專法，非銀行業從事第三方支付儲值業務，每戶限額1萬元太少，8月底正式實行第三方支付承作相關業務後，就會提相關數據讓政府檢討，才決定要求是否再開放額度，同時也希望第三方支付儲值業務盡快訂出新法源，而不是依據《電子票證發行管理條例》，這是與現實狀況較為不合的。

中共中央台辦常務副主任鄭立中一行9日抵達臺中市進行參訪行程，實際拜訪臺中市石岡區農會跟和平區農會，了解當地農特產經營概況，並且參觀農民飼養鱘龍魚養殖場，中共中央台辦常務副主任鄭立中在跟和平區農會進行意見交流時強調，兩岸和平發展向前闊步這個勢頭，是不可逆轉的，更是符合人民的心願，但是兩岸的文化交流、經濟合作、人員往來，還需要共同的努力，使兩岸的合作更加緊密、感情更加加深。
中共中央台辦常務副主任鄭立中一行人是在大甲鎮瀾宮副董事長鄭銘坤及臺中市和平區農會產銷聯盟總會長張志明陪同及協助安排行程下，首先參觀位在石岡情人木橋附近的石岡區農會展售中心，聽取石岡區農會的說明，隨後有前往和平區農會，由農會總幹事鄧碧珠以區內的桃、李、橙、柿、高冷蔬菜、茶、蜜蘋果跟五葉松等在地農特產進行說明跟介紹，另外和平區長黃永生則是極力推薦和平地區的三大風景軸線，希望以後大陸遊客來台旅遊，也能夠安排臺中市和平地區的旅遊路線。
而中共中央台辦常務副主任鄭立中也表示，他這一次是專程從臺北到臺中市和平地區進行參訪活動，也實現了他五年來來台灣參訪的願望，他也稱讚的說，實際感受到當地山美、水美、氣候宜人，還有當地特有的原住民文化跟天然景觀資源，同時鄭立中副主任也提到，和平地區著名的梨山茶在大陸都被當成珍貴的禮物，雖然沒有到過梨山卻是已經喝過梨山茶，他也認為對於這些品質佳的農特產品，在今後兩岸發展越來越緊密、經貿交流越來越提高的情況下，更多臺中市和平地區生產的農產品都會銷往中國大陸。
中共中央台辦常務副主任鄭立中一行人不僅是在地區農會聽取介紹說明，對於和平鄉農會展示早產的雪梨，個個碩大、香甜多汁都稱讚不已，而他們也深入山區參觀鱘龍魚養殖場，實際了解台灣養殖農戶對於養殖環境及水質的要求，跟現場管理。

| 歐股收紅 礦業股領漲

歐洲股市攀抵5月以來高點，主要因最新公布的數據顯示，中國大陸工業生產增幅超乎預估，礦業股領軍上攻。
道瓊歐洲600指數收盤漲0.6%，報305.92點，本週計漲0.6%。這項指數自6月24日低點迄今反彈11%，因歐洲中央銀行（ECB）和英國央行英格蘭銀行（BOE）表示，利率將維持低檔一段時間。
蘇黎世瑞士信貸集團（Credit Suisse Group AG）投資策略部主管霍奇柏格（Anja Hochberg）說：「在財報季即將結束之際，市場焦點會重新回到總體數據上，最近我們也看到有明顯跡象顯示經濟情勢好轉。大陸近期雖然疲弱不振，但我們觀察到數據開始回穩。」
西歐18個股市全面上揚。英國FTSE 100指數收盤漲53.71點，或0.82%，報6583.39點。法國CAC 40指數收盤漲12.23點，或0.30%，報4076.55點。德國DAX指數收盤漲19.99點，或0.24%，報8338.31點。
商品類股指數創近11個月來最大漲幅。貴金屬礦業公司Fresnillo Plc和蘭德黃金資源公司（Randgold Resources Ltd.）分別勁揚8.2%至1035便士和6.8%，來到4722便士。
隆明公司（Lonmin Plc）收盤大漲7.7%，報350.5便士。道瓊歐洲600基本資源指數（Stoxx 600 Basic Resource Index）收盤漲4.6%，漲幅居19種類股之冠。
荷蘭皇家電信集團（Royal KPN NV）狂漲16%，報2.32歐元，創15個月來最大漲幅，因億萬富翁史林（Carlos Slim）的墨西哥美洲電信公司（America MovilSAB）提出收購這家荷蘭電信公司提案。
雀巢公司（Nestle SA）連跌3天，收跌1.3%，報62.45瑞郎。德意志銀行（Deutsche Bank AG）砍雀巢目標股價4.8%，至60瑞郎。
