馬尼拉經濟文化辦事處（MECO）理事主席培瑞斯今天下午抵達屏東琉球鄉公所，正式召開記者會，向洪家和台灣正式道歉，也給洪家一個正式致歉信函，但未公開。

培瑞斯表示，他是經由菲律賓總統艾奎諾三世授權，親自向洪石成家屬表達總統及菲律賓人民深切的遺憾與歉意，同時，菲國調查局也會將本案交由菲律賓國家檢察署依法處理，菲國司法部也會盡速起訴相關人等。

洪慈綪表示，對這次菲國派代表致歉，「可以接受但不是百分之百滿意」。她原本期望台灣媒體可以發揮犀利的詢問技巧，釐清菲國對此案件的一些看法，無奈菲律賓代表團並不接受訪問。

至於賠償部分，洪家委任律師陳峰富說，台菲雙方有簽訂保密協議，因此金額及相關細節部分不便透露。

【大紀元2013年08月11日訊】（大紀元記者金睛報導）目前中共高層在北戴河開會，實際上是高層內部談判。薄熙來案是否與中共最高層江澤民、周永康等切割，成為國際國內關注的焦點，近來在海外媒體上，周永康負面新聞頻頻曝光，海外媒體紛紛看衰周永康。

日前，港媒以《手握國之重器周永康生異心驚中央》為題進行輿論造勢，稱「中共高層整肅被稱為『獨立王國』的政法系統、問罪懲治前中央政法委書記周永康的跡象和信號日益明確。」

文章稱，在中共十八大後，以前四川省委副書記李春城為開端，包括四川政商兩界，以及政法委系統內大量官員相繼被調查，其職位逐漸被引向中央政法委高層。時至今日，周永康三大親信李春城、湖北政法委書記吳永文與前四川省副省長郭永祥已經被剪除，近日又有消息稱，替周永康家族管家的吳兵被捕。

文章分析，種種跡象表明，中共中央包括胡錦濤與習近平兩屆領導集體可能已經達成共識，即通過由外及內、循序漸進的方式問罪和懲治這位其罪難赦的昔日「政法王」。

文章還認為，事實上，在十八大後，經過將政法委降格、組織全中國範圍內3300餘地方政法委書記進京實施「規模空前」的集訓、實行公安與政法委一把手分治等一系列運作，當前已經基本做足了拿下周永康的各方面準備。

德國之聲也撰文稱，自7月25日中共當局公佈對薄熙來公訴消息後，外界普遍認為對薄熙來的「世紀審判」將很快到來。

文章稱，隨著這場政治大戲即將落幕，薄熙來命運定格，而他昔日「盟友」的際遇又如何？

香港《開放》雜誌主編金鐘在接受德國之聲採訪時認為，周永康在任的角色相當於前蘇聯的克格勃頭目貝利亞。斯大林時代，前蘇共內務部長貝利亞暴力鎮壓異已，赫魯曉夫接替斯大林上台後，1953年12月24日，貝利亞被秘密槍決。

《蘋果日報》也撰文表示，周或成為習反腐利劍下的「大老虎」。文章稱，海外有報導認為，周永康除其以權斂財貪污腐敗，他主持中央政法委10年，中國司法倒退、冤獄遍地、民怨沸騰；又涉與薄熙來同謀欲推翻習近平；還涉藐視胡錦濤，與胡溫不同心等。周是否會成為中共反腐的大老虎，外界拭目以待。

此外，海外江派媒體也一改以前在薄熙來事件上渾水摸魚的做派，曝出薄熙來昔日最重要的「政治盟友」周永康疑「攤上大事」。
