【綜合報導】美國德州3日發生一起致命車禍意外，有一架大貨車衝破公路的護欄，直飛到下面的公路路上，貨車撞地後著火自燃，司機當場死亡。

許多民眾為了「撐面子」，上餐館點菜不節制，導致滿桌剩菜剩飯現象時時可見。對此，珠海市創文辦7日發布「珠海市餐飲浪費處罰暫行辦法（徵求意見稿）」，規定「消費者有義務對餐後的剩飯、剩菜進行打包」，而餐飲經營者違反相關規定，政府相關部門將視浪費情況最高罰款1萬元。

法制日報報導，日前安徽銅陵食品藥品監督管理局曾發布「銅陵市賓館、飯店、餐館、食堂剩飯剩菜行為處罰辦法（徵求意見稿）」。不過，該懲處針對的是飯館而非消費者。這次珠海發布的「辦法」，則分別對業者和消費者祭出相關條例。

南方都市報報導，珠海發布的「辦法」第七條規定，經營者應向顧客明示菜品分量，引導消費者合理點餐、避免浪費，在餐廳顯著位置擺放「剩菜超量將予處罰」告示牌，餐後提示消費者剩飯剩菜打包並提供打包餐盒等；在第十條規定，「消費者有義務對餐後的剩飯、剩菜進行打包。」而經營者違反上述規定，政府相關部門除要求其限期改正外，並視浪費情況處2000元以上1萬元以下罰款。

據報導，「辦法」第8條還規定，「經營者不得設置最低消費條款或者以包間費、開瓶費等方式變相設置最低消費條款。」並在第16條中補充規定，「經營者違反本法第8條規定的義務，由政府相關部門責令改正，並處1000元以上3000元以下罰款。」此即意味著，一旦該辦法獲得通過，餐飲企業設置最低消費或收取包間費等將面臨最高3000元罰款。

報導稱，對於以上規定，有網友表示，「用行政手段干預普通商業行為，政府是不是手伸得太長了？」而消協律師朱光仁則質疑，「怎麼樣才算剩飯剩菜？量的多少誰來判定？誰來監管？都缺乏明確的界定。」

另據廣州日報報導，消費者鄭琴表示，點多少菜要不要打包是消費者自覺自願的行為，「剩菜多到什麼程度，什麼樣的剩菜才值得打包，消費者會根據自己的需要來定。」

「消費者自己點菜超量要不要處罰？」報導指出，珠海洲仔食街一餐廳經營者認為，店家對顧客不能強求，要對店家罰款更是難以操作。
