【陳郁仁／海地報導】總統馬英九出訪中南美洲的「賀誼之旅」，今來到海地，他是兩國建交五十七年來，第一個造訪海地的中華民國總統。馬總統下飛機後就與海地總統馬德立進行雙邊會談。總統府發言人李佳霏會後轉述，馬德立提出希望台商投資海地的觀光計畫；馬總統回應，這部分請我駐海地大使評估，然後在台灣辦理說明會，邀台商一起尋找更多投資機會。

馬總統在會談中說希望海地能在國際場合，共同推動讓中華民國有意義參與國際組織及活動，他也邀馬德立到中華民國訪問；馬德立回他，會盡快找個合適的時間，來台訪問。

為慶祝伊斯蘭教的開齋節，台北車站大廳11日湧入大批外籍勞工，台南高分檢檢察官黃朝貴將照片po上臉書，引起網友正反兩極討論。知名主持人周玉蔻持保留態度，認為贊成外勞聚集者存有鄉愿心態，樂評人焦元溥雖然列舉自己在海外受歧視經驗，卻認為無需為難外勞，引起網友熱烈響應，甚至願意集資幫助外勞明年可在小巨蛋過節；立委林淑芬則表示，台灣人如果連外勞的休閒去處都要剝奪，未免太過苛刻。

黃朝貴11日與家人到台北，看到外勞聚集台北車站，將照片po上網，並註解「北車被外勞攻陷啦！」引起網友熱烈討論。有人回應，外勞或坐或躺的在北車大廳野餐、睡覺，有礙觀瞻，也有人認為黃朝貴的作法有歧視意味。根據《蘋果日報》報導，黃朝貴強調，「我只是論述看到的狀況，絕無歧視外勞心態。」

焦元溥在臉書上為文指出，黃朝貴在原po文上使用「攻陷」二字就已經有明顯的歧視意味，且台北車站從來就沒有明文規定什麼叫「有礙觀瞻」，難道穿著清涼隨便的人就不算有礙觀瞻？他以過來人的經驗談到，在歐洲遊歷時，曾多次遭受不平等的待遇，不僅動不動被警察盯上，也有店家拒賣東西給他。

他舉自身經驗說，他也曾經因為火車誤點在歐洲的車站睡了一下午，但從來沒人說他有礙觀瞻，請他離開。焦元溥說，「我被公平對待過，也因為非我族類而被歧視過。就是因為這些滋味都嘗過，更知道要己所不欲，勿施於人。」他也說，如果他是市長，會租下小巨蛋給外勞開party，不僅能對他們的付出表示感謝，也可將此當成最好的城市形象宣傳。

焦元溥說，小巨蛋的租用，我真的去查了，公益檔期場租免費耶！(但要付水電和清潔費等等) 這樣算算沒有很貴耶！如果市政府不辦，說不定臉書上大家集資，就可以辦了耶！網友Tsai Alice也響應說：「我是認真的，與其坐等政府官員思想跟上潮流，不如我們自己動手來做。以公益檔期租一天來說，成本約四萬元，這篇文章有一千五百多人按讚，也就是每個人只要捐40元就辦成了，比一個便當還便宜。」

劇作家汪其楣也回應說，大家集資租小巨蛋，試著在明年開齋節辦一場活動是可行的，民間的新移民協會或國際移工團體等，一起來參與協助，也很需要和正當。但是，台北火車站就是方便，就是外勞們跟朋友約一約就好了，就是沒有形式的形式，這種自由，我們也很想維護。可以每年開齋節前後時間，請國人主動讓路，請台鐵主動歡迎，請大家設法協助溝通和傳遞這樣的想法嗎？對此，焦元溥附議說，如果善意沒有傳遞到，好像變成只是不讓他們去台北車站。

立委林淑芬在受訪時也表示，會發生這種事情根本的問題就是對於東南亞國家的歧視。她說，目前國際勞工移動頻繁，台灣也有不少到日本、中國或歐美國家工作的人，而來自各地的朋友最好的相約地點就是在車站，這是人之常情。但台灣人卻連外勞們難得的好友相聚、重大節日也要剝奪，她認為「實在太過苛刻」。

目前台灣的外籍看護勞力不足，且勞動條件極為不友善。不僅薪資低、工時長，甚至限制他們私人的交友環境。外籍勞工為台灣的經濟帶來莫大的支柱，而我們卻不願給他們這樣簡單的回報。林淑芬認為，台灣人應將心比心，政府更是應該反省，若不希望他們「有礙觀瞻」，中央與地方就要創造友善外勞的環境，至少讓他們能有休閒的去處。

然而，身為在場的旅客，主持人周玉蔻則感到十分困擾，她表示，外勞的聚集不僅妨礙旅客往來通行的自由，也是陷旅客於不義。她週五去台鐵買票時就看到有外勞聚集，但11日當天場面壅塞，連行走都有困難，更遑論緊急疏散通道無法確實發揮效用。

周玉蔻認為，這並不是外勞的錯，是因為政府沒有提供他們去處，才導致這樣的場合幾乎年年上演。台北市、勞委會和台鐵都有義務幫外籍勞工另闢休閒空間，而不是每年都以人權之名輕易搪塞，結果造成遊客的不便。她指出，台灣引進大量外勞，當初就該想好配套措施，而不是等問題發生了才推拖責任。
