【林巧雁、林潔禎╱台北報導】全球經濟成長減速，國際預測機構陸續下修全球成長，主計總處昨不僅將經濟成長率預測值，自2.4%下修至2.31%，同時認為台灣下半年出口不如預期，一併將今年出口成長率預測值降至2.3%，較5月時下修0.52個百分點，主要是受國際因素影響，出口表現不如過去強勁。

今年10月電價將提調漲，官員表示，預估將拉低今年國內生產毛額﹙Gross Domestic Product，GDP﹚成長率0.02個百分點，並壓低明年成長率約0.06個百分點。而電價調漲也將推升今年CPI（Consumer Price Index，消費者物價指數）0.06個百分點，拉高明年CPI約0.18個百分點，因去年即公布電價漲價政策，預測值時均已納入考量。

新興市場需求減緩

主計總處上次5月預測的全年海關出口成長為2.82%，昨公布全年出口成長下修至2.3%。主計總處指出，國際機構環球透視下修全年經濟成長，台灣出口預期將受影響。

實質薪資沒有上漲

主計總處科長高志祥說，上半年出口比預期高16億美元，但全球經濟減速，新興市場需求緩，中國下修成長，中國又佔我們新興經濟體最大出口，下半年出口下修31億美元，全年出口值下修15億美元，今年海關出口值估3081億美元。
高志祥說，台商面臨愈來愈多競爭困境，如中國供應鏈業者的競爭，部分訂單會跑走，加上鋼鐵業產能過剩，出口表現無法太樂觀。
雖然出口無法樂觀，但今年民間消費成長上調至1.59%，主計總處官員表示，主要因為失業率平穩，就業人數續上升，但實質薪資沒有上漲，股市表現雖較去年同期好，但成交量仍較同期低。所幸物價平穩，使民間消費較上次5月預測上調0.13個百分點，屬低幅度成長。
台經院所長楊家彥則表示，主計總處雖僅小幅下修經濟成長率，但至少方向是對的，因先前預估數字較樂觀，數字被迫一定要下修，「至於未來幾個月影響台灣經濟狀況變數仍多，會不會進一步再向下調整，還有待觀察」。
他說，影響經濟表現變數很多，舉例來說中國經濟趨緩，若中國官方採取進一步刺激作法，有可能波及我們出口表現；再者如電價調漲，如廠商自行吸收，會壓縮廠商獲利空間，如果將成本轉嫁到一般民眾身上，恐會影響消費動能。

應淘汰草莓族企業

中央大學經濟系教授邱俊榮說：「台灣薪資反而衰退，可見經濟成長果實並沒有反映在人民身上。」他認為，台灣必須調整產業結構，淘汰草莓族企業，降低依賴成本較高的企業、擴大內需成長。

【看懂國內生產毛額（GDP）】Q：何謂國內生產毛額？

A：國內生產毛額（Gross Domestic Product，GDP）代表國家人民在一定時間內生產的總成果，通常投資、消費與出口是最常觀察的3大成分。成熟國家如美國的消費比重較高，中國投資比重較大，台灣則是消費與出口比重較高

Q：GDP成長率代表什麼意義？

A：國內生產毛額成長率數據，可以呈現當前經濟狀況，成長率高，代表經濟成長強勁，這也是聯合國規定，各國相互比較的最簡單方式。不過缺點是無法計算出地下經濟，如台灣很多夜市、路邊攤沒有開發票，都無法計入國內生產毛額

Q：數據有成長，為何民眾無法直接感受實質薪資增加？

A：雖然國內生產毛額有成長，但國內薪資沒有跟著同步調漲，因此民眾會感受不出景氣變好。另外1個較容易讓民眾感受景氣變化的指標為失業率，若失業率降低且就業機會增加，民眾比較容易覺得景氣變好

【綜合報導】家住英國大曼徹斯特地區的11歲男孩羅斯威爾(Brad Rothwell)是老師同學眼中的模範生，成績好個性又活潑。媽媽兩年多前因為癌症過世後，年幼的他就成了家裡的開心果，總是逗老爸和弟弟開心。羅斯威爾平常最喜歡對爸爸惡作劇，並將老爸被整的畫面用手機拍下來、上傳到影音分享網站《YouTube》與網友分享。

但惡作劇有時不能太過份，去年一個周末，羅斯威爾趁著老爸開車載弟弟出門，又在房裡搞起了自己設計的點子，要在老爸回來時嚇嚇他，他拿出預備好的繩子，在與弟弟共用的雙層床上層床沿結了個繩結，疑似為了試驗繩結夠不夠牢，他把頭伸了進去，不慎把自己吊死在床邊。他的父親回家時聽見小兒子尖叫，上樓看到吊在床邊的羅斯威爾，忙將他解下，卻已回天乏術。

日前當地法院召開死因調查，檢察官表示「這是個無法想像的悲劇。惡作劇常常會搞到失去控制，他就救不了他自己」。

【綜合報導】菲律賓宿霧市外海昨晚有艘載運700人的渡輪撞上貨船，沉入海中，造成至少17人喪生，將近600名乘客獲救。
 
法新社報導，這艘渡輪約當地時間晚上9點撞上貨船，隨後沉船，菲國馬上出動海岸防衛隊與海軍前往救援。意外發生後3小時內，搜救隊救起了573人，並發現了17人的屍體。
