【綜合報導】基隆市長張通榮因關說酒駕案遭監察院彈劾二度未過關，監察院長王建煊認為監察院應關門，引發監委槓上王建煊，他昨不甘示弱地回擊，直指部分監委是「混球」。

《自由時報》報導，王建煊提出酬庸的疑慮，就是要趁下次提名審查時，「把關把掉幾個混球傢伙」，這樣才對國家有利。針對廢監院說，王建煊認為難道不在此位就可以提出，「這不是換了屁股就換腦袋嗎？」他自認監察院長就應該說對國家有利的話，而非一昧保監院權力。

【朱俊彥／台中報導】今天清晨4時許，中市警方在東光路上見張姓男子(32歲，毒品前科)深夜在外遊蕩，行跡可疑，上前盤查要他拿出證件受檢，張男默默地坐上警車，還從口袋拿出1個留有毒品殘渣的吸食器，坦承剛在台中公園廁所吸完毒。 

張男供稱，3年前因持有毒品入獄，今年6月才剛出獄，最近因腹瀉不止，見入獄前家中還有未被警方搜走的1小袋安非他命，就又拿出來吸食，當天是他第7次吸毒，因身上帶著證物，遇警方上前盤查，自知無法狡辯，只要自動報繳，也做好再回牢裡的準備。警方訊後依違反毒品危害防制條例罪嫌送辦。

【綜合報導】加拿大一名華裔男嬰在今年2月，雙耳遭人灌入膠水，其嬰兒汽車座位更被人插針，懷疑是舅媽忌妒所為，該案在日前進行審理。

據了解，這名38歲王姓舅媽被男嬰家屬懷疑因為沒有生兒子，看到當時才7周大的男嬰，就燃起忌妒心，對男嬰的雙耳灌膠水。當天男嬰不斷哭泣，引起家人注意，才發現男嬰的雙耳和頭髮邊際都是膠水，緊急送醫急救。

不過王姓女子表示，自己現在和2名女兒過得很好，否認虐待男嬰。全案仍在審理中。

民進黨前主席蔡英文拋出國是會議，並要馬英九總統先停建核四表示誠意。馬總統昨表示，他對國是會議的議題不設限，但若把議題當前提，還要先接受前提才叫有誠意，三度反問「這會要怎麼開？」馬說：「其實不必開了吧！」

馬總統昨於巴拉圭與媒體茶敘時表示，在國是會議的議題提出以前，不論是哪種層次的問題，解決的場域都應是國會。他說，以前國會全面改選前，國會的正當性不夠，民國七十九年舉行國是會議的目的是為了修憲，經大法官解釋，新國大代表開始修憲，國會全面改選。

馬總統表示，反對黨說要舉行國是會議，那就要了解哪些是國會不能討論的？討論完了是否還是要回到國會？那邀請對象是否要全體立委？是否還要邀請其他人？參加的人是否都有表決權？最重要的是要討論什麼問題，在這些都還沒開始討論前，在野黨就說停建核四才要開會，如果這個例子成立，之後每個問題都能這樣講，「你先要接受，才叫有誠意，真的不曉得這會還要怎麼開？」

馬總統說，他從頭開始就主張任何議題都沒有限制，但不要把議題當前提，否則怎麼開會？他也反擊說，把議題當前提，「到底是誰有誠意，誰沒誠意？」到最後如果又淪為口水戰，等於浪費大家時間。

馬總統表示，核四議題，執政黨希望用全民表決，但民進黨以強占主席台方式不准議題送出立院，現在又不准變成議題，而是要做為前提，其他如十二年國教、兩岸服務貿易協議等問題，是不是也要先承諾再來談？

馬總統說，有些問題涉及國會職權，不是他說了算，他能否在外面與在野黨決定政策，然後將已在國會裡的決定都不要了？他直言：「在一個成熟的民主社會，這些議題都應該在國會解決。」

馬總統也「酸」蔡英文說：「沒想到蔡女士本來講得好好的，提了七個問題，已準備派秘書長與她的執行長談，突然又說要先宣布停建核四才表示誠意，還沒開會我就沒誠意，這怎麼辦呢？」
