| 高公局：五楊高架正常行駛不封閉

【李姿慧／台北報導】平均高度30公尺、約10層樓高的五楊高架日前因蘇力颱風帶來平均風速10級以上，曾首度封路，由於潭美颱風來勢洶洶，北台灣首當其衝，高公局今評估後表示，潭美颱風帶來的豪雨威脅比強風高，評估豪雨對五楊高架影響較小，因此目前敲定五楊高架將正常行駛、不封閉。

| 孽子殺母生食母屍 庭上終獲老父原諒

【綜合報導】美國密西根州19歲少年格羅(David Kellen Grow)，今年2月20日在家中持刀刺死自己49歲的母親後，砍下母親的頭將她肢解，再剖開肚子挖出內臟，將她的腸子當圍巾，繞在自己脖子上，口中同時啃食著母親的肉與臟器。他的父親稍晚回到家，看到死去的妻子成了一塊塊的屍塊散落在廚房地面的血泊中，大為驚恐，稍微回神後在廁所找到一身是血、脖子上圈圈圍著妻子腸子，口中還叼著不知名臟器的兒子，更是讓他崩潰，狠狠的痛毆兒子後報警，交給警察處理。
格羅的父親朗奴(Ronald Grow)曾在法庭上說：「那個凶手不是我的兒子，他被一些自己也不懂的力量控制，他也是受害者」。格羅有著自閉症的病史，且常常會出現幻覺，經過了60天的精神評估，周五(16日)法庭判處格羅殺害親生母親的罪名不成立，但他得待在高度設防的精神病院度過餘生。
從格羅被警方帶走，並了解他重度的精神疾病史後，格羅就被送到專業的精神鑑定機構看管照顧，親眼目睹愛妻遭到長年困於病痛的愛子宰殺後的朗奴，心理承受的壓力可想而知，但他仍每個星期親自探視格羅一次，他說醫生開了劑量很重的藥給格羅，讓格羅隨時看來都很想睡覺，「但至少這樣比較接近我多年來認識的兒子」。周五開庭之前，朗奴在法庭見到了格羅，聆聽判決時，老父的雙手始終從後方撐著格羅的肩膀，彷彿告訴孩子要勇敢、要安心，天塌下來老爸還在、會給你靠；而當判決無罪後老父親一把拉過他，給了他一個深深的擁抱，畢竟虎毒不食子，父親總是能包容自己犯錯的小孩，即便格羅的心中可能還是搞不清楚到底發生什麼事，卻已讓庭上所有人感動不已。

| 爭風吃醋群毆 助陣少年遭友飛踢墜5樓亡

【楊勝裕、侯力元／新竹報導】新竹縣竹北市18日清晨發生為情鬥毆事件，彭姓少年遭飛踢墜樓死亡。竹北分局偵查隊說，事件起因自2男為1女爭風吃醋，各自找朋友助陣，雙方相約在一棟5樓分租套房的頂樓談判，一言不合下大打出手。混亂中，被找來助陣的彭姓死者遭打趴，再被莊姓兇嫌拉起飛踢後，直接從5樓頂墜地，死者朋友緊急下樓將他送仁慈醫院搶救，後轉到童綜合醫院救治無效。
警方調查，死者與兇嫌都不是爭風吃醋的當事人，是認識已久的朋友，卻為朋友「兩肋插刀」，力挺各自的朋友而反目。莊姓凶嫌犯案後無處可去，躲在附近國小校園內2天，直到花光現金，昨天在姐姐勸說下出面投案，目前已遭收押。竹北警方正追緝其他共犯。

| 潭美離環流續籠罩 菲災情慘重

菲律賓今天上午起雖逐漸脫離潭美颱風暴風圈，因受西南季風影響，外圍環流增強，呂宋島仍豪雨未歇，待疏散與傷亡民眾持續增加中。
清晨7時起，潭美颱風逐漸遠離菲律賓，轉撲北台灣，呂宋島天空綻放久違的清朗，不過菲律賓氣象局仍向大馬尼拉地區和週邊省份，發布每小時降雨量介於7.5至15毫米，低漥地區可能淹水的黃色降雨警示。
連續4天豪大雨侵襲菲律賓，首都馬尼拉過半地區水深及膝，部份地區積水甚至高達頸部。菲律賓災難危機減降暨管理委員會（NDRRMC）表示，18日至今，已有8人因風災喪命，4人下落不明，41人受傷，傷者多數是在高山省登山的遊客。
潭美颱風帶來的豪大雨，使呂宋島至少35市80鎮逾100萬居民受困，13萬人暫時棲身臨時收容所，政府撥款800萬披索（約新台幣547萬元）賑災，已有3省及13城鎮宣布進入緊急狀態，其中包括台商聚集的甲美地省（Cavite）。
交通方面，包括通往蘇比克灣的高速公路等主要幹道和橋樑，因大水沖刷損毀，另有高架道路路基流失斷成兩截，觸目驚心。
災管會初步估計，因豪雨及大水，基礎建設損失金額累計達6600萬披索（約新台幣4509萬元）。
中華民國駐菲律賓代表王樂生，下午將率官員探視受災台商。
