外貿協會表示，大陸工信部副部長劉利華率60人的採購團，預計25日抵台，採購金額是否會突破去年2.2億美元，備受期待。

劉利華此行除參加「兩岸通訊產業合作及交流會議」外，也預計在30日參加由中華民國對外貿易發展協會舉辦的「2013年海峽兩岸高新產業投資與合作研討會暨採購洽談會」。

大陸工信部副部長楊學山去年6月率團來台採購，金額高達2.2億美元，今年由劉利華接棒。由於兩岸都將在年內開放4G行動寬頻，因此中國電信、中國移動、中國聯通等3大電信營運商，都同時來台與會。

外貿協會表示，研討會將聚焦海峽兩岸產業園區及通信、機械與汽車產業交流，邀請兩岸各領域專家演講。

另外還舉辦採購洽談會，將採購汽車零配件、工業自動化綜合解決方案、鋼索吊車、資訊領域的軟硬體產品，以及服務、智慧生活合作方案、面板、印刷電路板（PCB）、晶片等產品。

外貿協會指出，這次來台採購的陸企，包括大陸品牌價值排名前10大的長安汽車、福州最大自動化科技公司中海創集團、大陸前3大彩電廠海信集團、大陸智慧語音技術領導業者安徽科大訊飛等。

金屬中心ITIS計畫統計，今年Q2金屬扣件產值平穩，出口平均單價每公斤新台幣78.5元，小幅衰退3.2%；ITIS估計，2013年全年出口值約1143億元，產值約1229億元，均年增約1%。

金屬中心ITIS(經濟部技術處產業技術知識服務計畫)統計，2013年Q2金屬扣件出口值新台幣 290億元，年衰退1%；在進口方面，Q2進口值10億元，年減 18%。出口平均單價方面，Q2出口平均單價每公斤78.5元，較去年同期衰退3.2%。

金屬中心表示，今年上半年台灣金屬扣件產值596億元，出口值555億元，年減3%；進口值21億元，年減6%，國內市場需求63億元；另外在出口平均單價方面，上半年出口平均單價每公斤78元。

上半年出口值前5大國為美(38%)、德(9%)、日(6%)、荷蘭(5%)、英(4%)，前五大國中以出口至日本每公斤平均單價最高達90.7元，其餘四國則在72元到81元之間。進口值前五大國為日(49%)、美(13%)、中國大陸(9%)、德(6%)、菲(3%)。

金屬中心指出，在主要出口市場美國方面，消費支出、住宅及非住宅固定投資均成長支撐下，加上6月製造業採購經理人指數(PMI)回至50.9點，顯示美國經濟持續復甦但力道不強，美國扣件進口仍處平穩。上半年台灣輸美扣件約28.6萬公噸，較2012年同期成長2%。

歐盟市場方面，相對於美國的復甦，歐元區經濟則是持續衰退，包括持續緊縮的財政政策、信貸狀況嚴峻，不利於中小企業發展；消費者則面臨不斷上升的高失業率、工資低成長、賦稅增加及福利刪減等壓力。

在輸美、歐平均單價方面，上半年輸美平均單價為每公斤72.7元；輸歐盟平均單價為76.1元，皆低於去年同期水準。

金屬中心強調，由於中國大陸等新興國家經濟成長逐步放緩，歐元區仍深陷衰退之中，僅美國經濟復甦較為穩健，日本經濟下半年也可望走強，下半年台灣扣件出口仍將維持平穩，預估2013年Q3台灣扣件出口值約294億元，較去年同期成長2%，產值約316億元，2013年全年出口值約1143億元，產值約1229億元，均年增約1%。

永樂初，京中密察民俗甚嚴。有坐童孫毆祖母獄者，刑部主事李厚，鞫其情。以童稚 無知，非真有所毆也。上疏請恤，不聽，繼之以泣。明日，太宗皇帝以箸面試其童， 曰：「能識左右，何謂無知？」遂謫厚為安南掾。厚忻然就道，曰：「吾豈敢附死獄 以媚上邪？」厚在安南三年。上感悟，復召為吏部主事。

【今譯】

明朝永樂初年，京城裡秘密偵察民間風俗很嚴。有一個幼童打了祖母而下獄的案子，刑部主事李厚，審理這件事。

李厚詢問了事實情況，覺得這是小孩子無知造成的，並非真的有意打祖母。所以就寫了一道奏章，請求皇上赦免那個小孩子。

皇帝不聽。李厚又哭著請求。

第二天，明太宗皇帝拿了筷子，當面試探了那個孩子。

皇帝說：「那個小孩，他能夠辨得清左和右，怎麼能說是無知呢？」於是立即貶李厚為安南(今越南)掾（讀院，官職名）。

李厚被貶斥降職後，高興地上了路。他說：「我怎能隨便地同意死刑案件，來討好皇上呢？」

李厚在安南地方作官三年，太宗皇帝後來明白自己做得不妥當，又把李厚召了回來，任命他繼續做吏部主事。@*

【王玉樹／台北報導】台電表示，目前全台仍有台北市大安及信義區、新北市中和、桃園、新竹、台中、苗栗南庄等地的1919戶尚未復電。除新竹與桃園地區有373戶因道路坍方無法進去搶修，其餘預估凌晨前可復電。

台電統計，輕颱潭美到今晚10時30分止累計已造成全台3萬8000多戶停電，主要在台北、新北、桃園、新竹、苗栗、台中、南投等中北部縣市。
