【朱正庭／台北報導】パン(パン音同胖)達人麵包店今臨時宣布暫停營業3天，並在各分店及官網貼出公告，公告中表示，這3天為食品安全，將調整產品及產品流程，下周二起恢復營業，並於當天公布退費方法；公告另說明，為表示決心，董事會也決定將更換董事長。上午在忠孝店，陸續有顧客不知狀況撲空，除有民眾拿發票欲退費，還有從花蓮來的呂小姐因看演唱會北上，本要來購買卻沒開。  

針對董事長換人，胖達人總經理徐志鴻說，現董事長為創辦人之一莊鴻銘，接下來是否仍從3名創辦人中擇一擔任，徐則避談，僅表示以公司正式公告為主。

【林媛玲╱新北報導】新北市原住民文化部落爆發45戶未按時繳租金，遭原民局追討否則將強制遷出，部分住戶轉向法律扶助基金會求助，指市府過去簽訂租金契約嚴苛，逾期罰金從租金5%到最高60%不等，且未續約續住者還須收租金3成作為強佔費，讓住戶哀嘆：「政府像討債公司一樣要錢！」已委託法扶會提告，盼減免收取罰金及強佔費用。

為安置三鶯部落違建戶，2008年斥資3億元興建文化部落，住戶依坪數繳交2千多至6千多元租金，至今卻有超過3成住戶逾半年未繳、累計欠市庫近1400萬元，原民局祭鐵腕寄存證信函要求繳交，否則將強制遷出，住戶轉向法扶單位陳情。

「如對弱勢開刀」

法律扶助基金會板橋分會表示，經查住戶最早簽訂出租住宅契約中，發現逾期罰金從租金5%起跳累計、最高罰款可達60%，另未與市府續約者須再付3成強佔費，住戶積欠費用中，強佔費與罰金數萬元跑不掉，批評：「此舉形同對弱勢者開刀！」
《蘋果》日前走訪文化部落，一名積欠近23萬元林姓住戶說，「從2008年搬遷至今常繳不出房租，市府2年換約1次，他因未按時繳租金無法續約，根本搞不清楚有強佔費，只希望政府能讓他繼續住下去。」
負責輔導部落社工坦言，確實有部分住戶相當弱勢，但也有住戶領有津貼、也有工作能力，但卻刻意賴皮不繳，甚至慫恿其他住戶拒繳。

通融10年分期還

原民局表示，租金是參考原民會所訂定規則，「沒有罰則如同縱容住戶」，對積欠2、30萬住戶也給10年分期還款計劃，另今年已取消強佔費、去年底罰金也調降至2%，對於過去計算罰金與強佔費，將尊重未來法院判決結果。

行政院預定10月初調漲電價，由於不少國民黨籍立委持「異見」，行政院副院長毛治國、經濟部長張家祝及台電董事長黃重球等相關官員，原預定在28、29日與立委面對面溝通，國民黨副主席兼秘書長曾永權也會到場。

國民黨大黨鞭林鴻池今表示，原本規畫的兩次黨政協調會議將合併，改為下周二舉行黨團大會，由相關官員出席報告。他表示，黨團並無既定立場，黨團大會絕非「摸頭大會」，將仔細聆聽委員說法，有意見的人更該出席。
