氣象局說，中南部強降雨的情況仍會持續到明天，雲系也會北移，北部地區也應防強降雨。

氣象局表示，下午1時康芮颱風的中心在台北的東北方約120公里海面，7級風半徑120公里，以每小時18轉25公里速度，向北轉東北進行，近中心最大風速降為每秒23公尺，預測明天下午1時的中心位置在台北的北北東方約570公里海面。

氣象局說，受到颱風及外圍環流影響，今天中南部地區有大豪雨或超大豪雨，北部地區有豪雨或大豪雨，宜蘭、台東地區及花蓮山區有大雨或豪雨，澎湖、花蓮地區有大雨發生的機率，應注意坍方、落石、土石流及溪水暴漲，低窪地區慎防淹水。

勞工陣線表示，此次基本工資調漲，無助於協助底層勞動者的生計壓力，更遑論今年十月即將來臨的電價調漲，所激發的物價飆漲壓力。另附帶超過GPI超過3%才召開審議委員會的決議，更是自我閹割片面廢除既有基本工資審議調整機制，是對勞工最大的傷害。

很荒唐地，本次決議中竟出現「自103年1月1日起，年度消費物價指數年增率累計達 (含)3% 以上時，再行召開下一次基本工資審議委員會」。勞工陣線強調，基本工資審議之法源依據為「基本工資審議辦法」，在其第五條中已明訂「基本工資審議委員會原則於每年第三季進行審議」，意即於每年第三委召開，且翻遍基本工資相關法源，完全看不到任何「物價指數累積超過3%」才得以召開之條文，因此此次委員會之決議，恐有違法之虞。

勞工陣線指出，基本工資審議辦法第7條明訂，基本工資審議委員會應依據國家經濟發展狀況、躉售物價指數、消費者物價指數、國民所得與平均每人所得、各業勞動生產力及就業狀況、各業勞工工資、家庭收支調查統計等7項指標，進行研議。因此，包括經濟成長、勞動生產力及家戶所得，都應該成為基本工資的調整依據，而審議委員會決議單以物價指數做為召開會議與否的依據，已經完全扭曲基本工資的法律意義。

勞工陣線質疑，依此荒唐決議，倘若未來有單一年度CPI爆增至2.99%，審議委員會也無需召開，透過基本工資進行調節，而任由底層勞工受物價指數所苦？倘若單一年度經濟成長率超過3%，甚至超過5%，依此決議，則基本工資審議委員會也無需召開，此舉又如何符合馬英九總統宣誓的所得分配正義？倘若下一次審議委員會又作出物價指數累積超過5，甚至10%才得以召開的決議，豈不形同片面廢除基本工資？

針對勞委會基本工資審議委員會微調基本工資，全國產業總工會表達強烈不滿，強調如此調整幅度完全無視於我國目前之基本工資遠低於基本生活所需應有之水準，甚至連消費者物價指數都追不上，基層勞工等於被實質減薪，也公然違背馬總統當初承諾要每年開會檢討的勞動政見。

全產總表示，總統馬英九接受電視台專訪有關年輕人薪資低、看不到未來的情況，才剛表達，年輕人薪資太低沒辦法用一個方法一次全部解決包括年輕人低薪等問題，他感到很歉疚。沒想到基本工資的審議結果又再度甩了勞工一個耳光，尤其基本工資十年以來的調幅僅僅只能勉強與物價相當，無法達到《經濟社會文化權利國際公約》所要求的「維持勞工及其家庭基本生活所需」的水準，過去只調物價的幅度等於是實質凍漲基本工資。

然而今年度的審議結果連物價都守不住！101年消費者物價指數增加1.93％、102年1-6月也已經上漲了1.31％，依此標準來看，明年7月1日調整226元，根本是實質上讓基本工資大幅倒退，再加上「自103年1月1日起，年度消費者物價指數年增率累計達（含）3％以上時，再行召開下一次基本工資審議委員會」的附帶條件，打破每年第三季檢討的現行規定，等於替資方製造了「以時間換取實質減薪5％以上」的空間。

基本工資的審議年年在胡亂喊價中落幕，從未考量基本工資的水準是否足以維持勞工家庭的基本生活，官資聯手夾殺勞工，面對月薪僅僅微幅調整1.19％，每月增加226元，根本不夠勞工繳付各種不斷翻漲的油電、糧食等生活費用，更不可能合理改善底層勞工的基本生活。執政者應該勇於捍衛自己在選舉時的承諾，並積極兌現勞工所期待的「尊嚴勞動」，避免勞工再度被羞辱。
