南迴鐵路31日發生土石流撞擊出軌意外，據統計，南迴鐵路地形嚴峻，一邊是山壁，一邊是臨海懸崖，自2004年至2013年間，共發生過5次火車撞土石流事故，4次嚴重脫軌幸好都是撞山壁，不是落懸崖。
據報導，南迴鐵路31日發生自強號列車撞土石流出軌意外，鐵路警察局枋寮派出所所長吳順賢說，由於監視器還沒有裝置，因此無法事先得知土石流消息。他進一步表示，南迴鐵路道班在每日末班車行駛過後，從枋寮站巡視到枋野站，隔天清晨不到六點，再從枋野站巡視到枋寮站，考量司機可目測狀況，白天列車行駛後就不再巡視。
台鐵工程局在上個月提出南迴鐵路的改善計畫書，其中便包含如何防治土石流意外，只可惜意外早一步發生。曾參與多次勘查的北科大教授王泰典表示，地質屬於頁岩跟薄層的砂頁岩互層，遇雨土層易軟化，導致表層土石崩塌，釀成災情。
南迴鐵路是環島鐵路最後一段，因地形嚴峻且位處偏遠，日治時代先開通南迴公路，直至1992年南迴鐵路才完工。興建初期，針對隧道、橋樑、地區特有的落山風做一系列的設計，將風險降至最低，沒想到近年來只要一遇豪雨，就發生土石流危機，過去是2年碰上一次土石流意外，但從去年開始連續發生，土石流問題越來越嚴重。

| 聯合國報告：黎巴嫩的敘國難民逾71.6萬人

【綜合報導】聯合國難民事務高級專員公署（(Office of the United Nations High Commissioner for Refugees，UNHCR)）1日發布報告指稱，今年到目前為止，逃到黎巴嫩尋求庇護的敘利亞難民已達71.6萬，比上周增加1.3萬人。
報告說，在這些敘利亞難民中，已有60.6萬人在聯合國難民署登記註冊，另有11萬人正在等待登記註冊。他們正得到黎巴嫩政府和聯合國等相關國際機構的保護和幫助。
報告還指出，UNHCR透過在黎巴嫩部分地區的登記站對敘利亞難民進行登記註冊。光在8月份，UNHCR就已註冊了5.5萬名敘利亞難民。
