台灣首度獲邀出席國際民航組織（ICAO）大會，美國國務院發言人表示，歡迎ICAO這項決定，而也鼓勵台灣適當並有意義的參與無法成為會員的國際組織。

國務院發言人十三日表示，美國歡迎ICAO理事會主席龔薩雷茲邀請台灣民航主管機關，以理事會主席貴賓的身分參加月底在加拿大蒙特婁舉行三年一度的大會。

國務院發言人說，對於龔薩雷茲和所有ICAO會員展現靈活度與支持度，讓台灣能夠有意義的參與這次重要的民航活動，美國表達讚許之意。

此外，美國充分支持台灣成為不以國家為為條件的國際組織會員，也鼓勵台灣適當並有意義的參與無法成為會員的組織。

外交部次長史亞平昨天表示，根據ICAO的議事規則，大會除了會員國之外，觀察員和其他受邀貴賓都不能發言，我國代表這次只能出席參與，暫無法在會中發言。

中國大陸在國際社會堅持「一中原則」，導致我國多年積極爭取成為ICAO觀察員未果。史亞平指出，這次我國得以成為「特邀貴賓」，是ICAO的首例、特例，並非慣例；其中並沒有任何政治交換，而是我國極力爭取ICAO理事會成員共識，理事會也認為我國有務實參與的必要性。

【綜合報導】加拿大一隻小猴「達爾文」(Darwin)因曾經在當地的IKEA賣場「趴趴走」，轟動一時，而昨日當地法院最新裁決，判達爾文必須住在動保中心，不准回到飼主納胡達(Yasmin Nakhuda)身邊。

法官維莉(Mary Vallee)指出，達爾文是野生動物，根據加拿大法律規定，一般民間不可飼養野生動物，因此判達爾文必須住在動保中心。而維莉也發現，納胡達聽到判決後雖然很失望，但沒有太大不滿獲反抗。

日本美食節目常見麵店師傅每天手工自製麵條，限量供應，職人精神令人感佩，台灣也有這樣的麵店，鶴笙麵屋位於三民區新民路，《蘋果》上門時聽到有老顧客指名：「有沒有蕎麥烏龍麵？」《蘋果》馬上比照辦理，老闆說「要等哦！」未料一等就是20分鐘，麵上桌後，不起眼的小店不輸日本料理店，只賣80元，不到名店一半價錢。

堅持不曝光的老闆駱桑說：「我從小愛吃麵，到處學作麵，前後10多年，還曾到日本學藝，但從未想到要開店，只因為當業務員太累，所以改行賣麵，生活較單純！」

【王智勇／台南報導】台南市下營區今日發生一起車禍肇逃案件，一名周姓漁販（64歲）由新營市區載著一堆魚貨要赴麻豆市場販售，沒想到車子行經台十九甲線11公里處（中營路段），一部大貨車疑未打開駐車燈就停在快車道上，因天色昏暗周男沒注意前方停了一輛大貨車，迎頭撞了上去，周男當場受困小貨車內。

周男因車門卡住打電話向兒子求救，周男兒子一聽到自己父親發生車禍，開車趕到現場，周男兒子說，｢我一聽到父親發生車禍，嚇了一大跳，因現場只離住處二分鐘車程，當我開車來到現場，發現一輛大貨車似乎查覺有人出現，急忙要離開現場，我一邊追趕這輛大貨車，一邊打電話向119求救，但最後還是被肇事的大貨車逃離了｣。

因肇事的大貨車已離開現場，周男的小貨車也撞得車頭變形，台南市消防局找來器材車協助周男脫困送醫，周男目前在柳營奇美醫院救治中，生命無大礙，而台南麻豆分局也調閱附近監視器追緝這輛肇逃的大貨車，以釐清車禍發生的經過。

美國國民兵（National Guard）今天開著軍車進入科羅拉多州小鎮，救援被洪水阻斷交通的2000名居民，將他們從深及腰部的洪水中撤離。洪水已造成3人喪生。

國民兵部隊趁著雨勢暫歇，進入波爾德（Boulder）以北的里昂鎮（Lyons）挨家挨戶把居民救到安全地區。

美聯社報導，波爾德郡發言人巴羅斯（James Burrus）說，今天有17人找不到。他說：「找不到不表示失蹤，只是沒有接到他們的回音。」

這是科羅拉多州30幾年來最大的洪災。

當局昨天說，科羅拉多州瞬間急劇暴雨，造成山洪暴發，導致至少3人喪生。居民也緊急撤離，且道路封閉，並有水壩出現裂縫。

首府丹佛西北的波爾德附近，當局證實有2人死亡；在丹佛以南的科羅拉多泉（Colorado Springs）洪水中發現1具遺體。

波爾德郡警局的普倫敦達普（Heidi Prentup）昨天在記者會上說：「我們估計，可能還有其他人罹難。」

科羅拉多州東北部降下豪大雨後，國家氣象局（National Weather Service）呼籲居民「趕快移往高處，以最快行動保護自己生命」。

紐約商品交易所12月交割期金價格下跌1.7%，每盎司收1308.60美元，盤中一度觸及1304.60美元，為交易最活絡合約價自8月9日以來最低。金價本週跌5.6%。

12月交割期銀價格下跌1.9%，每盎司收21.72美元，本週累跌9.1%。

10月交割期白金價格上漲0.1%，每盎司收1444.50美元，本週計跌3.4%。12月交割期鈀價格上漲0.9%，每盎司收699.10美元，本週漲0.3%。

期銅價格跌至5週低點，外界預期聯準會下週會議後將開始縮減貨幣刺激，暗示經濟成長趨緩。

紐約商品交易所12月交割期銅價格下跌0.2%，每磅收3.2035美元，盤中觸及3.1905美元，為交易最活絡合約價自8月8日以來最低，本週計跌1.8%。

倫敦金屬交易所（LME）3個月後交割期銅價格下跌0.3%，每噸報7041美元（每磅3.19美元）。

倫敦市場期鋅、期鉛、期鋁價格下跌，期鎳和期錫價格上漲。
