【綜合報導】英國最近發生罕見火警，民眾飼養蜥蜴的箱子因電燈泡過熱而起火，要勞駕消防員出動滅火。

英國《鏡報》報導，這起火災因火勢不大，消防員迅速就撲滅火勢，但可憐的蜥蜴被濃煙嗆到，似已奄奄一息。消防人員突發奇想，讓蜥蜴戴上氧氣罩。蜥蜴很快恢復正常呼吸，但也留下蜥蜴戴氧氣罩的奇特畫面。

事後消防人員笑稱，沒人願為蜥蜴做人工呼吸，好在氧氣罩奏效。

最近外交部與民航局傳來一個令人感到振奮的消息：自1971年退出聯合國以來，我國終於重返聯合國專門機構：國際民航組織（ICAO）大會，雖然是以不甚滿意之「中華台北」名義、以法律地位模糊不清的「特邀貴賓」身份，但至少先求有，再求好，我們對外交官員的努力應給予掌聲。
 
但有一事不能給予掌聲，此事便是外交部針對此事，在網站發佈的第092號新聞參考資料竟提及「政府自2009年開始推動ICAO案…去年我APEC領袖代表前副總統連戰先生在與中國大陸前領導人胡錦濤先生會晤時，曾呼籲大陸方面對我參與ICAO展現善意，胡錦濤先生亦予以正面回應…」。我國地位飽受國際質疑，但透過持續有效的對臺灣地區實施有效且合法的管轄，按國際法在《蒙特維多國家權利義務公約》彰顯的有效性原則，仍是有效存在的國家。但是在有效性原則之外，更至為關鍵者為該國家是否能夠「獨立與他國交往而不受他國意志拘束」，此即屢為國際法院提及的「獨立性原則」。
 
回顧大陸的台灣政策，在胡六點、江六點，及1993年的「台灣問題白皮書」，都非常明確指出「台灣參與國際組織議題必須以中國政府同意和接受的某種方式」、「通過兩岸協商作出合情合理安排」，換句話說，中共的政策就是要在國際上製造臺灣、甚至中華民國不具備國際法獨立性原則的假象。觀察香港《基本法》第13條明定「香港外交事務由中央人民政府負責」，即可察覺這是將台灣港澳化、去國家化的手段。
 
今天外交部的此篇公告，雖意在說明兩岸關係和緩有助活路外交，但是卻可能適得其反，跌入唱和中共把戲的陷阱，自我形成我國際事務需要「事先與中共取得共識」的表象。常設國際法院在東格陵蘭法律地位案中，因為挪威外交部長曾口頭說出不予質疑丹麥對格陵蘭島之主權，最後將格陵蘭島主權判決歸於丹麥。殷鑑不遠，外交部現在凡事均講國際法，歡慶之餘，希望外交部不要再「製造」更多不利於我國在國際法上地位的發言。
