【陸運鋒／新北報導】昨天晚上10時許，三重三和路四段發生一起墜樓事件，一名女子從大樓11樓頂墜落，民眾聽聞巨響，嚇得趕緊叫救護車，送醫急救後仍宣告不治。

警方調查，墜樓的方姓女子(29歲)，在頂樓留下一個隨身包包，並未留下遺書，現場並無外力介入的情況，初步排除他殺，女子頭部撕裂傷及右腳變形骨折，警方目前正聯絡家屬前往製作筆錄，案由警方調查中。

【綜合報導】身亡的槍手身份證實為現年34歲，來自德州的艾隆艾力克斯(Aaron Alexis)，近來以約聘人員身份進入軍方工作，據美聯社報導指出艾力克斯有過犯罪紀錄，並持有秘密持槍許可證，艾力克斯應是利用他人的許可證進入海軍工廠，但不確定這個他人是否為共犯，或是許可證遭竊。
 
另外，參議院大樓也在槍擊案後，宣布關閉2小時，不允許任何人進出。

【綜合報導】美國華盛頓槍擊事件，先前根據華盛頓郵報報導涉案槍手疑似有3人，現在更正應為2人，1人已遭警方制伏，另一人據傳在逃。根據美國海軍人員指出，槍手是在4樓瞄準自助餐廳裡的人開槍。

目前最新消息指出，警方派出直升機運送傷者，當地6所學校宣布關閉。

立法院新會期今（17）日開議，將由行政院長江宜樺提出施政報告，但因江曾說「做好準備面對沒有王金平的立法院」等語，被批評不尊重國會，在野黨揚言杯葛不讓江上台，使今天院會充滿變數。

據了解，在野黨今天可能在施政報告前占據議場主席台，再由立法院長王金平召集朝野協商，屆時行政院方面就必須向王金平低頭拜託，王將再度掌握讓立院議事順暢的實權。

立法院今開議，預料將引爆馬王政爭另一波攻防，代表馬總統分身的閣揆江宜樺，今天與王金平之間的互動備受關注。

行政院推估，今天最可能的狀況是「進得了議場、卻上不了台」；政院已做好沙盤推演，但也只能靜待對手出招，見招拆招。

行政院發言人鄭麗文昨天表示，閣揆江宜樺今天將依憲法規定，如期前往立法院做施政報告，若議事能讓施政報告順利進行，「江院長上台前，依照慣例，當然還是會向主席鞠躬、致意，這是慣例也是禮貌，施政報告過程中依慣例仍會稱呼立法院長為王院長」。鄭麗文說，尊重司法裁定結果，稱立法院長為王院長，是符合暫時狀態做法。

民進黨立院黨團幹事長高志鵬說，江宜樺應為自己的言論道歉下台，否則民進黨不會讓江上台報告，屆時議事若陷入僵局，朝野要如何處理，就看當時的狀況而定。今天上午8時30分將再舉行黨團大會，進行沙盤推演並確認杯葛方式。

國民黨政策會執行長林鴻池表示，國民黨立委不會打架或拉扯，要占領多久就看他們（民進黨）自己決定，相信民眾不會接受這種作法。

對於民進黨要求江宜樺道歉一事，林鴻池說，江宜樺是依照憲法規定到立院報告，不知為何要求江道歉；立法院是主、而行政院是客，若主人不讓客人上台，沒有道理，就看綠營到時要以何理由要求，他相信江到時會面對。

今天立法院會將於上午9時進行國是論壇，10時報告事項，並決定當天議程，若朝野對議程有不同意見，將表決。報告事項完畢後便由行政院長開始施政報告，並備質詢。

林鴻池說，若屆時必須朝野協商，國民黨團也會參加，只要在野黨要求合理，他們會答應，但不同意不合理的要求。

【陳如嬌／台北報導】遠通電收已架設完成國道319座計程收費門型架，第三公正單位德國萊因公司驗證作業今開始，遠通即起安排近百輛大、小車，進行情境測試。
 
今凌晨先請專業賽車手駕駛保時捷等超跑，以時速160至180公里通過門型架，檢驗收費設備能否正常運作；今晚則在龍潭一帶以小客車和大型車等測試。測試預計持續到下月，要了解門型架是否在不同天氣、距離和車速下，都能正常扣款。
