【李菁豪／高雄報導】為迎接中秋4天連假，同時搶搭現在高雄最夯的黃色小鴨熱潮，高雄市海洋局和高雄夢時代購物中心聯手顛覆沙雕就要在沙灘的傳統概念，用砂石車載運300噸沙子在夢時代購物一舉辦大型沙雕展「秋月．沙雕祭」。今天的活動記者會，不但有辣妹穿戴具黃色小鴨意象物件表演性感小鴨時尚SHOW，大跳鴨子舞，還請沙雕大師陳漢中現場用沙子雕塑高6公尺、寬10公尺的黃色小鴨。

【綜合報導】中國江蘇省徐州市一名24歲男子，6歲時確診罹患了肌肉萎縮症，3年前開始失去呼吸能力，症狀越來越嚴重，他的父母每天24小時，必須輪流不斷用雙手按壓他的胸口，「能延一小時就壓一小時」，幫助他呼吸來延續生命。

男子名叫邵達，他現在只能蜷縮躺在床上，四肢無法移動，每天有母親王秀珍替他擦洗身體，按摩四肢，邵達身上從沒有生過褥瘡。3年前，邵達的病情加重，變得無法自主呼吸。在醫院治療時，王秀珍看他憋得難受就幫他輕輕拍了幾下，兒子說這樣感覺舒服點。由於買不起電動
呼吸器，從那一刻起，父母的按壓就沒有停止過。

夫妻兩人在邵達床旁的水泥地上打地鋪，每天凌晨三點交接，輪流蹲守在他身邊，用雙手充當了邵達的人工呼吸器。每天24小時，一刻不間斷，兩三秒一次、兩三秒一次，父母雙手重複著無數次這樣的按壓。

王秀珍表示，18年以來為了照顧孩子，夫妻沒有出過遠門。她說：「最難熬的是晚上，如果是漆黑一片我肯定撐不住，他睡不好，我就把這個燈擋着，自己坐着看着他，我睏了就向自己手上咬一下，我這個手上都是牙印子，能延長一小時就按一小時。」

最近外交部與民航局傳來一個令人感到振奮的消息：自1971年退出聯合國以來，我國終於重返聯合國專門機構：國際民航組織（ICAO）大會，雖然是以不甚滿意之「中華台北」名義、以法律地位模糊不清的「特邀貴賓」身份，但至少先求有，再求好，我們對外交官員的努力應給予掌聲。
 
但有一事不能給予掌聲，此事便是外交部針對此事，在網站發佈的第092號新聞參考資料竟提及「政府自2009年開始推動ICAO案…去年我APEC領袖代表前副總統連戰先生在與中國大陸前領導人胡錦濤先生會晤時，曾呼籲大陸方面對我參與ICAO展現善意，胡錦濤先生亦予以正面回應…」。我國地位飽受國際質疑，但透過持續有效的對臺灣地區實施有效且合法的管轄，按國際法在《蒙特維多國家權利義務公約》彰顯的有效性原則，仍是有效存在的國家。但是在有效性原則之外，更至為關鍵者為該國家是否能夠「獨立與他國交往而不受他國意志拘束」，此即屢為國際法院提及的「獨立性原則」。
 
回顧大陸的台灣政策，在胡六點、江六點，及1993年的「台灣問題白皮書」，都非常明確指出「台灣參與國際組織議題必須以中國政府同意和接受的某種方式」、「通過兩岸協商作出合情合理安排」，換句話說，中共的政策就是要在國際上製造臺灣、甚至中華民國不具備國際法獨立性原則的假象。觀察香港《基本法》第13條明定「香港外交事務由中央人民政府負責」，即可察覺這是將台灣港澳化、去國家化的手段。
 
今天外交部的此篇公告，雖意在說明兩岸關係和緩有助活路外交，但是卻可能適得其反，跌入唱和中共把戲的陷阱，自我形成我國際事務需要「事先與中共取得共識」的表象。常設國際法院在東格陵蘭法律地位案中，因為挪威外交部長曾口頭說出不予質疑丹麥對格陵蘭島之主權，最後將格陵蘭島主權判決歸於丹麥。殷鑑不遠，外交部現在凡事均講國際法，歡慶之餘，希望外交部不要再「製造」更多不利於我國在國際法上地位的發言。

【綜合報導】台南女子斷頭分屍案第五天，雖然陸續有民眾前來指認，但多數被排除，警方只知遇害女子年約25-45歲、長捲髮、門牙往內暴，但身分遲遲無法確認 ，案情陷入膠著。因此警方目前只能從支解手法和屍塊特徵找線索。

警方發現，目前已經尋獲的屍塊，兩根斷臂雙掌10根手指都被平整斬斷，頭顱被塑膠袋層層包裹，最外層是超商塑膠袋，裡面有兩層黑色塑膠袋，最內層則是用枕頭套包住。而屍塊會被發現，是有因名婦人在上周三出門遛狗，小狗叼回一根肉骨頭，一看居然是人的手臂，嚇得趕緊報警，警方出動找到另一隻手臂，後因無所獲，再度派出當初發現屍塊的靈犬胖胖，又找到頭顱。為了尋找更多跡證，警方甚至還抽掉在屍塊發現地附近魚塭的水，但仍無所獲。警方分析，兇嫌分屍又斬斷10根手指，意圖破壞警方比對指紋機會，但國內女性有機會做指紋建檔的，除了有前科的人，就是外籍配偶和陸配，或是外籍勞工，目前這也是警方的清查重點。

警方也懷疑，死者可能是分屍後被掩埋，在前一波大雨的沖刷下，裝著部分屍塊的麻布袋露出地表，再被狗叼出才曝光，因此在17號下午也動員上百警力，繼續地毯式搜索，但仍沒有找到任何可疑物體。

CPU目前確定是Intel G1620 主機板的部分選擇H61 就爬文看起來跟B75主要差在原生Usb 3.0, Sata 6Gb? 不過確定Usb 3.0用不到 而硬碟延用所以應該是舊版Sata 反而是DVI-D跟HDMI要有 至少一個 因為不打算加獨顯 只有D-sub應付不了 Full HD的螢幕解析度 1. GA-H61M-USB3H 這塊目前是首選 原價屋是1890 有全固態 1A1D1H 2. GA-B75M-HD3 一樣 全固態 1A1D1H 只是因為是B75所以貴了500 3. ASUS B75M-A 一樣 全固態 1A1D1H 價格也跟2.一樣 4.
