監察院長王建煊對關說文化深惡痛絕；他在其著作「公平正義何處尋」著墨甚多，主張為官者只要堅持原則，建立自己絕不接受關說的形象，應付關說並不難。

王建煊也透露，他到監察院已5年多，只接到1通關說電話。1位知名藝人打電話給他，說某個官員是她好朋友，快要被彈劾了，他是個好人。這位藝人才講了幾句話，「我就立刻打斷她的談話」，告訴她，監委獨立辦案，做為院長也不能干涉辦案。他要藝人直接到監院陳情，結果這藝人就沒再說什麼了。

王建煊去年出版了1本書「公平正義何處尋」，有關關說的談話、命題就有3篇，分別是「人事關說，一律封殺」、「關說3不政策」及「應付關說並不難」。

在「應付關說並不難」的文章，王建煊說了1個故事。他說，有1次在行政院，幾位部會首長，向前行政院長郝柏村報告事情，之後在閒聊時，1位首長說，現在立委關說的案子很多，真是讓人受不了。

郝柏村當場說：「你們都說立委關說多，我怎麼都沒人來關說呢？」這時，有位首長半開玩笑說，院長是軍人出身，有威嚴，而且院長的粗大眉毛，只要皺1下，別人就知難而退了。

王建煊認為，這雖是開玩笑的話，但也含有很大的哲理。那就是一旦絕不接受關說的品牌打出來，關說的人就知難而退了，關說也就自然減少。

王建煊表示，關說依序有3個關鍵點，首先是發動關說的人，其次是替人關說，最後是接受關說。要杜絕關說，必須謹守3不政策，即不找人關說、不替人關說，不接受關說。只要其中1項說NO，關說就不會成功。他在財政部長任內，就是實踐這3不政策。

內政部公布最新全國教育程度分析顯示，台灣識字率竟輸給北韓。識字率98.29%，全國還有34萬不識字人口，識字率在亞洲也僅占第4位。

內政部表示，我國識字率在全世界約排名第52名。我國年輕人，在15至29歲人口，幾乎已無不識字者。

內政部最新公布「全國教育分析」顯示，亞洲國家識字率最高分別是日本、南韓、北韓，均在99%左右；台灣高於中國大陸的95.9%，也高於新加坡的94.7%、香港的94.6%。

行政院最新核定的人口政策白皮書指出，台灣年輕一代的晚婚，婦女有偶率變化非常明顯，不僅越年輕有偶率偏低，各年齡層的有偶率也在逐年下降。以20至24歲女性年齡層為例，30年來，有偶率下降33%。

新版人口政策白皮書指出，國人普遍認同「婚姻內生育」的正當性，一般人的生命歷程安排，多為先結婚後生育。因此，結婚率與有偶人口結構的變化，對生育率的影響就很重要。年輕人口的有偶比率提高，有助提升生育，因此從初婚平均年齡與生育平均年齡，可了解生育狀況。

【大紀元2013年09月21日訊】印度德裡大學留學生尤迪-古普塔2007年畢業於中國中山大學哲學系。近日，他在中國留學時的日記，網上熱傳。尤迪對大連第一天印象是像朝鮮一樣的鬼城。第一天在飯店就餐和宿舍樓裡的遭遇也讓他驚嚇不小。

尤迪第一天住進「鬼城」馬上想回印度

新浪網20日報導，尤迪在日記裡講述他到中國大連第一天的生活。尤迪第一天住進大連理工大學旁邊的一棟蘇式建築，就感到恐慌。

那天司機突然說：我們到了，這是欒金西街(大連理工大學旁邊)。尤迪問接機的女孩：我們到了嗎？這是我將要住下的地方嗎？女孩：是的。為甚麼你看起來很驚訝呢？

尤迪說，我怎麼會不驚訝呢？這個地方真嚇人。下午兩點鐘，只有幾個人在路上走，商店關著門。這些建築物和我在探索頻道上看到的朝鮮是一個樣，所有窗戶都壞了，所有建築都是單調的灰色，就像是一座鬼城。

當尤迪知道要在這公寓住兩天時稱：我的天啊，在這座鬼城住兩天。我遇到麻煩了，我真想馬上就回印度。

這時他想起了叔叔的話：「為印度爭光」！這看起來比1962年的中印戰爭容易多了。

尤迪想起了孟買最大的貧民窟

尤迪別無選擇走進了大樓，尤迪住的公寓在七樓，但這座樓卻沒有電梯。樓梯上靜悄悄的，尤迪感覺就像整棟樓只有他一個人住在這裡。

尤迪心想：我的天啊，難道你要停止爬樓梯嗎？這裡至少比起孟買最大的貧民窟德拉維要好得多。那裏的貧民窟，七個人一起住在一間十平方的小房裡，屎蟲、鴿子、流浪狗和山羊和人們一起生活，上千人共用6間公用廁所，大便時需要排一個小時的隊。這裡至少有公寓可住。

樓道裡看起來很舊很髒，好像有一個世紀沒人住了。他只希望房間裡是好的，並且能夠有Wifi。

尤迪走進了房間，跟印度的公寓差不多，在這裡住幾天是沒問題的。

飯店先付錢再吃飯 16元只能吃白飯

尤迪18個小時沒吃東西了，放下東西後馬上出去吃飯。他們找到了一家小飯館。尤迪在菜單裡找不到素菜單(印度很多人吃素，餐館的菜單都列著素菜和肉菜兩種菜單)。

尤迪找不到一點咖哩，也沒有甚麼東西是由西紅柿做的，找不到任何在印度可稱之為素菜的東西。尤迪問服務員：你能做一盤土豆、捲心菜和菠菜混在一起的菜嗎？服務員說：我們從來不那樣亂做菜的，你可以分開點，一盤土豆、一盤捲心菜和一盤菠菜。

尤迪說，那來一盤土豆吧。服務員說：非常抱歉，午餐時間已經結束了，現在沒有土豆，您可以點一些小吃。

尤迪問：能告訴我你們有甚麼裡面沒有肉的小吃嗎？服務員：我想這裡唯一素的小吃是——白米飯和玉米混著的飯。

尤迪別無選擇說：來一盤。服務員：總共16塊人民幣。尤迪：沒問題，趕緊上吧。服務員：您要先付了款後才上菜。

尤迪心想，難道點完菜後人們會跑掉嗎？16塊人民幣只吃白飯和玉米，在新德里可以填飽一天的肚子。

尤迪被聲控樓梯燈給嚇著了

尤迪30分鐘後，回到了住所的一層。最糟糕的是樓梯沒有燈，他很害怕，趕緊往樓上跑。他剛踏上樓梯，電燈突然亮了。他心想：發生了甚麼鬼事情啊？啊，電燈又自動關掉啦！上四樓了，看三樓的燈還在，剛爬到四樓，三樓的燈突然又滅了！最後他一口氣跑到了七樓，衝進房間，把門鎖上。大連的第一天就這樣結束了。

【大紀元2013年09月21日訊】德國南瓜種植者奧利弗.倫海姆（Oliver Langheim），綽號「南瓜奧利」，日前在他的菜園裡收獲了一顆700磅重的巨型南瓜。

倫海姆住在德國東部菲爾斯滕瓦爾德（德語：Furstenwalde）鎮，該鎮位於施普雷河畔，是德國勃蘭登堡州的一個鎮。根據倫海姆，他的大南瓜每天增重8至11磅。

據悉，去年的「南瓜王」來自美國，重達2009磅，創最新世界記錄。該南瓜出現在馬薩諸塞州的南瓜大賽中，是該比賽的冠軍南瓜。去年，在加州半月灣（Half Moon Bay）舉辦的南瓜大賽中，前三名的大南瓜都超過了上千磅，分別重達1,775磅，1,521磅，和1,480磅。1,775磅的南瓜來自美國俄勒岡州，該瓜最後平均每日增重大約40-50磅。
