蘇嘉全指出，當初開闢南二高時，從台南到屏東都在抗爭，主要是徵收價格以公告地價加四成，與市價差太多，地主以「土堤築構易淹水」為由抗議，拒絕徵收。

因反彈聲浪大，南二高開闢一拖就是四年，每延宕一年，因原物料和建材漲價，國工局就要增加支出近一成，地方也因缺乏便捷交通運輸無法發展，「再不做，就成了三輸！」

蘇嘉全說，他上任後苦思解套方法。地主最不滿的就是土地徵收款太少，但公告地價與徵收程序都有明文規定，縣府不能違法，「要用什麼方式讓地主開心地拿出土地供政府建設？」

他終於找出方法，因屏東農地公告地價訂得很低，與市價不相符，且重大建設預定地周邊土地本就來就有漲價空間，他與地價評議委員會溝通，連兩年以最高上限調高，盡量縮小差距。

他也同步爭取拆除獎勵金，獲得交通部支持，農民只要主動配合拆遷，就可領取獎勵金、救濟金、補助費，減少損失。

蘇嘉全表示，他自己也勤跑基層，「一條一條算給農民聽」，農民拿回的錢其實已與市價差不多，加上縣府有配套安置辦法，才讓南二高及時開闢。

蘇嘉全說，最好的方式就是還利於民，「如果獲利的是大多數民眾，就不必怕有圖利問題！」

此詩血案請見大紀元2013年09月18日的《慘絕人寰！魯15歲女生遭老師強暴肢解烹屍》一文。文中報導：「大陸中小學學生遭性侵事件不絕於耳。8月17日，山東濰坊又發生一起駭人聽聞的強姦殺人案。」文中還說：「據安徽電視台報導，15歲女孩小敏很可愛，家住山東省灘坊市下面一個普通鄉鎮。今年小敏以794分全校最高分考進當地重點高中。8月17日，小敏放學回來路上失蹤。
