標題[比較] Acer X550VC(i5版) vs Acer v3 571g

嚴明上午到立法院外交及國防委員會進行業務報告，這是他接任現職後首度接受質詢。他在報告中指出，國軍為預防犯罪，利用法治教育時機，深入基層部隊持續宣教法治觀念與法律觀念，計實施了1681場次，受教官兵有24萬4972人次；國軍也令頒軍紀通報6則、攝製軍紀教育單元劇3部及策頒軍風紀狀況分析報告5篇，有效減低違法事件。

「忘恩負義、藐視國會、違法亂紀！」立委林國正2日在立法院交通委員會質詢時指出，台灣高鐵要不是政府出面將聯貸利率調低，今天高鐵恐怕無法繼續經營，更別說是獲利，他直批高鐵漲票價根本是忘恩負義。最後，交通委員會還是做出高鐵票價凍漲決議，如果台灣高鐵執意漲價，將拒審交通部及所屬單位預算。對此，交通部高鐵局受訪時表示，尊重立委們的決議，會將這項建議案帶回部內，再做研究。

立委李昆澤形容高鐵漲價就如暴雨、土石流沖毀民眾的生活根基，他要求高鐵在漲價之前一定要提出運量提升計畫，以及離峰配套措施；李昆澤認為，高鐵除非已提升60%的運量，否則不能漲4%的票價，更不能一次漲足9.69%。他直批高鐵公司「要錢不要命」；4月25日高鐵訊號異常的報告還沒出爐，就急於提出漲價案，無視民眾的痛苦。

立委林國正猛批高鐵公司「忘恩負義」，民國97年台鐵高鐵公司要背負4-8%的沉重銀行利息負擔，年度虧損達250億，在交通部強力運作之下，才把銀行團聯貸利率降到1.8-2.2%，甚至折舊率改成運量折舊率，如此一來才讓高鐵公司在101年創造35億盈餘。林國正認為，如果政府不出面，台灣高鐵根本就無法生存，但今天卻忘恩負義執意漲價，令人痛心。

對此，台灣高鐵董事長歐晉德解釋說，台灣由於地質環境特殊，颱風、地震多，所以建設高速鐵路的成本會比歐美國家來得高；同時購買的車輛需仰賴進口，而特許權只有35年，折舊費率高，因此不得不漲價。他強調，漲價的目的無非是希望創建一個能夠永續經營，維持長期安全穩定的高鐵。

但立法院交通委員會今天最後決議，要求交通部約束台灣高鐵延緩漲價時機，並作成凍漲決議，如果台灣高鐵執意漲價，拒審交通部及所屬單位預算。但歐晉德向立委們說明，台灣高鐵必須遵照公司法的規定，票價調漲是董事會通過，10月8日起實施凍漲的決議無法執行。

【林巧雁／台北報導】國泰金控經濟研究處今天發布經濟氣候報告指出，受到內外需求仍弱的影響，8、9 月的經濟氣候並未如預期轉「朗」， 10 月起經濟氣候才有機會改善為代表景氣穩定的「朗」，但機率值均低於 50%，出現代表景氣低迷「陰」的機率均高於代表景氣加溫的「晴」，顯示年底前的經濟仍充滿相當多的不確定性。
 
預期2013 年台灣經濟成長率可達 2.27% ，「保 3 可能性微，破 2 危機性弱」。
 
央行理監事會後聲明稿中特別強調近期外資大量進出，影響新台幣匯率走勢，似有宣示穩定匯率之意味，有人解讀年底升息可能性上升，不過國泰金研判，在目前的經濟、通膨及金融情勢下，央行在年底前不致貿然升息，年底前金融情勢仍可望繼續維持穩定。
