【胡守得／台北報導】法務部成立的濫權監聽調查小組今天上午正式集合成員開會，身兼召集人的法務部常務次長蔡碧玉會前表示，小組成員在見面後即刻討論，確立調查方向、範圍、方法及整理外界的疑問，將在最短時間讓外界看到事情真相。
 
蔡碧玉說，「突然」受命接任次長及召集人一職，壓力確實很大，調查小組是依法務部職權展開調查，不會有適法疑義，將在合於法令許可下，請相關單位提供或調閱文件。
 
有記者詢問是否傳喚總統馬英九？蔡碧玉強調，調查小組是行政調查，應用邀請或訪談字眼，是否訪談或邀相關人到場說明，依事實需要決定。

【謝岱穎／新北市報導】最近8年只有1次成功犧牲觸擊的「恰恰」彭政閔在6局下採用觸擊，結果點成小飛球被捕手接殺，但「周董」周思齊安打、張民諺高飛犧牲打，幫助兄弟象將比數追成2比2，8局下恰恰終於扳回面子，平手之下敲出勝利打點安打，帶動兄弟象攻下6分大局，以8比2擊敗義大犀牛，象隊下半季追成只落後領先的桃猿0.5場，而義大的全年戰績只也領先第2的統一0.5場。

彭政閔本季打擊率和上壘率分別是3成24和4成26，攻擊能力強大，為什麼要觸擊？恰恰說：「我是自己想要點的，差2分，後面還有思齊他們，追平機會很高，能追平我們贏球機率就高，只可惜我並沒有點好。」

8局下，無人出局一、三壘有人，義大換上球速可達160公里的強克上陣，上場前，象隊教練謝長亨跟恰恰不斷耳提面命，結果恰恰安打送回第3分，他說：「總教練告訴我，可能會有戰術，要我不要被干擾，專心發揮打擊就好。」

周思齊在8局接在恰恰之後，一棒三壘打敲回2分，這一打席，周董先擺觸擊姿勢再揮擊，他說：「對方守備有防觸擊，我看連強克投這球都還是用『放』的，結果我收打，就打出去了。」球速一向破150公里的強克，對周董這顆球僅143公里。

【陳瑩欣、廖珮君╱台北報導】不動產風險升溫，各大行庫內部已自行做壓力測試的「模擬考」。據各行庫以經濟衰退、失業率、房市崩跌、利率上升及所得衰退等5大項模擬議題，在最嚴重的情境下，行庫最多損失15~20億元左右，行庫仍挺得住。

土銀可承受房價跌20%

房貸龍頭土銀表示，即使銀行房貸餘額破6200億元，但因整體放款覆蓋率超過500%以上，即使房價下跌2成，擔保品減損也不影響銀行財務。
台銀、合庫銀昨也指出，最近一次內部房貸壓力測試結果顯示，銀行可應付升息衝擊，同時也會密切觀察未來的市場動向。
目前國內前5大房貸放款，全都是大型行庫，央行總裁彭淮南示警低利時代結束，不動產風險增溫後，各大行庫開始重新檢視、調整房貸壓力測試的模擬情境數字。目前行庫最短每3個月，最長1年做內部的壓力測試。
據行庫內部模擬，以最嚴重情境測試，包括經濟衰退4%、失業率飆升到7.6%、大台北房價下跌15%、利率走升1~2%，平均所得衰退5~10%下，各行庫房貸損失將控制在20億元以下。
行庫主管說，主因過去平均房貸貸放成數已經降低，各行庫的貸款成數都沒超過6成，且寬限期也縮短，且第2棟的房貸戶連寬限期都沒有。
銀行主管說，若連手上部位大的行庫都挺得住，預料一般銀行應都可通過房貸壓力測試。

貸款成數皆未超過6成

金管會官員表示，各銀行每年須彙報「壓力測試」的資料，做為監理審查的要點，除房貸外，壓力測試也包括企業放款、國外投資，如日前債市走空頭，金管會也要求各銀行試算債市殖利率反彈的影響。
台灣金暨台銀董事長李紀珠指出，台銀未來利率波動的壓力測試，會採取全面評估方式進行，目前已主動展開房貸等授信業務和持有債券資金運用、利差損益等壓力測試，包括民眾償貸能力變化也都會成為評估指標之一。
合庫銀主管說，日前已完成房貸壓力測試，由於放款成數8成的件數不到總放款餘額的2%，金額僅約百億元，平均貸放成數僅約5.46成，因此短期升息2碼至4碼以內，房價跌10%以內，房貸壓力測試尚可承受。

【呂志明／台北報導】台北地檢署偵辦パン達人涉嫌詐欺案，查出母公司基因國際（6130）董座徐洵平等人，涉嫌在パン達人虧損消息曝光前，大量出脫持股，規避損失約6000萬元。

檢調昨天發動偵搜行動，今天清晨2時以涉犯《證券交易法》內線交易罪，將基因公司股東、藝人小S老公許雅鈞，諭令200萬元交保、小S公公許慶祥300萬元交保，董事長徐洵平500萬元交保、徐妻姜麗芬200萬元交保，另外基因公司財務長黃筱玲20萬元交保，5名被告均限制出境、出海。

清晨4時，當台北地檢署完成5人的限制出境手續後，許雅鈞牽著行動不便的父親，緩慢離開，不願就此事多做說明，而許雅鈞的母親，則在一旁等候的白色廂型車上，等了一整晚，但車上未見小S在內。

檢調查出，パン達人今年5月間，營收突然由盈轉虧，徐洵平夫婦與許雅鈞父子等股東擔心虧損曝光，恐致股價下跌，因而趕緊大量出脫手中持股，企圖規避損失，但パン達人營運狀況越來越差，無法改善，生技達人董座因而在8月19日緊急從前負責人莊鴻銘更換為徐洵平，孰料香精事件也巧合地在同時間點爆發，全案因而爆發。

【綜合報導】因協調敘利亞和美國間的化武紛爭，俄羅斯總統普丁被提名角逐2014年的諾貝爾和平獎。

普丁是獲俄國當地一民間組織「世界人民精神統合國際學院」(International Academy of Spiritual Unity and Cooperation of Peoples of the World)提名，表示歐巴馬造成伊拉克和阿富汗動盪不安，還計畫攻打敘利亞，都能獲得和平獎了，避免敘利亞遭空襲命運的普丁，比歐巴馬更有資格得獎。
 
不過這個組織實際上並沒有提名權，所以不能算是正式提名。
