為降低稽徵成本，財政部賦稅署請南區國稅局與南市稅務局研議試辦合併。議員諸公期期以為不可。7日紛紛要求稅務局長施栢齡要為員工著想，要勇於向中央說「不」。施栢齡則表示該案仍在研議試辦階段。

市議會7日進行財政部門業務報告及質詢，市議員陳朝來、李坤煌都針對賦稅署請南區國稅局與南市稅務局研議試辦合併一事提出質詢。他們也同時反映稅務局員工沒人同意合併的心聲，要求稅務局長施栢齡要顧及員工工作權以及升遷問題，有擔當地向中央說「不」。

林美燕、陳文科、蔡玉枝、莊玉珠等議員也都為稅務局長施栢齡加油打氣，希望施局長要堅持不合併。議員們也擔心市稅因合併由國稅局委託代徵，屆時南市財政則完全要看中央臉色。因而都要求施局長在5都全都反對的情形下，台南市絕對不要當白老鼠。

【於慶中／綜合外電報導】菲特颱風遠離台灣後已在中國登陸，並減弱成為熱帶性低氣壓，但仍為浙江、福建等地帶來持續暴雨，浙江寧波市鄞州區橫街鎮，今天(7日)出現突發性土石流，多間民房被埋，現場有20多人被困。當地消防正在趕往現場救援，具體傷亡情況還有待進一步證實。

根據中國國家防汛局的統計，浙江福建兩省已經累計超過450萬人受災，並有超過2000間房屋倒塌，災情慘重。

【章明德／綜合報導】中國上海閔行區一名趙姓女子，「十一假期」舉家出外旅遊，不料家中卻遭小偷入屋盜竊，但小偷捲走財物後，不但沒有速速逃跑，反而在她家中住了下來，每天開爐煮飯、洗晾衣物。

根據香港《蘋果日報》報導，趙女說，她們全家是9月30日出門，10月3日晚回來，發現家門已被反鎖，而且有被撬開過的痕跡。她想盡辦法開了大門，屋內一切令她驚呆了：家中物品散落一地，床單被子亂七八糟，客廳的液晶體電視不翼而飛，牆上的冷氣機也被拆下來裝進紅白藍膠袋，還未被帶走。同時不見的，還有男主人的10多件外套及短褲、拖鞋等。

此外，小偷似乎還打算在她家長住，不僅將男主人的幾件髒衣服都洗乾淨晾起，還在廚房做飯，拿走不少馬鈴薯和雞蛋。

警方接報後，在趙女家中的櫃子上發現一套吸毒工具和一把匕首，以此推斷小偷是個癮君子。目前警方正全力追捕疑犯。
