【吳家翔／台北報導】台灣維新基金會董事長謝長廷今應邀在扶輪社發表演說時指出，這次違憲抗爭，是由公民團體主導，民進黨能量比較小，像是跟在後面的小車，因為民進黨刻板印象並不承認憲法而能量不足，演變成「小車追著大車走」的窘境。

謝長廷說，民進黨在這時若要自行超車，能量就會降低，提出彈劾或罷免就很難成功，他認為民進黨應透過政治質詢、調查、揭發真相，擴大社會能量，形成更大的壓力。
 
民進黨主席蘇貞昌10月1日曾宣布兩周內將發動「倒閣、彈劾、罷免」，但民進黨立院黨團迄今仍未有動作，時間只剩一周，民進黨發言人王閔生今說，兩周內的期限沒有變動，近期將會說明相關行動。
 
謝長廷是在建成社、稻江社、大橋社三社聯合例會發表「台灣憲政與民生問題」專題演講。他認為，民進黨同時也要清楚表達與對憲法的態度，憲法就好比玉山會保障台灣，保護在野黨，保障人民的權利，台灣現在需要團結在民主憲政之下，讓人民知道我們是需要用憲法保障人民權利和民主制度。
 
另外，謝長廷在廣播節目中指出，檢察總長黃世銘洩密案討論的層次要提高到違憲問題，因為將層次提高到憲政問題，才能展現人民、社會的能量。但民進黨給人的刻板印象就是不承認中華民國憲法，會讓人認為民進黨是為了政治目的才來談違憲問題，所以民進黨討論違憲問題的能量其實有限。
 
謝長廷也說，最近日劇「半澤直樹」很紅，劇情提到，有功勞是上司的，有過錯都是下屬的，讓人很不甘心，因此有一句經典對白：「有仇必報，十倍奉還」。謝認為，黃世銘應該有半澤直樹的精神，鼓勵黃世銘要講出真相，謝長廷說，現在他們講的不是真相，因為都不合常理，在這次的洩密案中，相關人等應接受測謊。

【沈能元／台北報導】苗栗縣私立親民啟能教養院發生凌虐院生事件，立委趙天麟今在立院社會福利及衛生環境委員會質詢時表示，苗栗縣政府縣縣長劉政鴻公開嗆聲「要求中央接管院生」，真的有夠丟臉，要求衛生福利部長邱文達應有作為。邱文達今表示「會努力」，並將建議親民啟能教養院董事會，應將院長周本錡暫時停職接受調查。

立委陳節如今在立院也表示，關心弱勢院生是應該的，劉政鴻只會拆房子，如果劉政鴻不願意做，「就趕快下台」，陳節如與中華民國智障者家長總會今早也至監察院提出陳情，希望監察院調查並追究苗栗縣政府的相關責任。

邱文達說，日前衛福部已成立凌虐院生事件的調查小組，調查小組昨已至教養院針對教養院人力、對待院生的方式等進行調查，但因親民啟能教養院為私人機構，衛福部無法直接管轄，但已與教養院董事會、院生家屬進行會談，對於院長適任問題提出建議，將建議董事會應讓院長周本錡暫時停職接受調查，但最後是否要撤換院長仍由董事會決定。

【黃仲瑜／新北報導】今天凌晨0時許，民眾報案表示板橋區三民路上有1輛轎車自然起火燃燒，消防局接獲報案立即派遣轄區分隊前往救援，消防隊到達現場後發現為一輛賓士車右前車燈起火燃燒，火勢已由民眾拿滅火器撲滅，現場無人員受傷，警消確認安全無虞後交由車主自行處理。
 
車主饒先生(24歲)表示，今天晚上從林口載著女友要回板橋住處，準備下大漢橋時發現右前車頭怎麼有冒煙的狀況，他立即將車輛停靠路旁，2人趕緊下車察看，發現右前車燈起火燃燒，附近的民眾發現也立即拿滅火器上前幫忙，火勢很快的就撲滅，饒先生表示車輛車子平時都是他的母親在開，車子是2003年買的已經開了9年，都沒有改裝任何電器方面的物品，平時都有定期做保養，車子突然自己燃燒起來他也覺得很誇張。

【鄧惠珍／彰化報導】彰化縣共有186位百歲人瑞，彰化縣政府今天中午舉辦「百壽宴」，邀請人瑞與家屬一起參加，共有36位百歲人瑞到場，高齡81、78歲的老牌藝人阿西與脫線兩人到場演出脫口秀，把老人家們逗得哈哈大笑。

最高齡的106歲的楊林快，已連兩年參與百壽宴活動，除較為重聽，身體仍相當硬朗。

楊林快的孫子楊松恭說，阿嬤吃的方面並不挑食，養生祕方是「要活就要動」，家裡批發蔬菜，阿嬤每天幫忙挑韭菜、蔬菜等，飲食也沒有什麼禁忌，還鼓勵兒孫要多運動。

標題[心得] dior賦活精粹讓我好乾喔

三年來成了乾肌之後很想找到可以穩定膚況的保養逸品，當然也知道現在很多網路推薦文章只是很片面表淺的資訊，對於大多數人一臉擦用十瓶的事實很瞠目結舌。（喔 我是講求簡單精準高效能的刁蠻女王） 據我的印象，Dior賦活精粹好像不是最近新出的產品，還是前一年這家也有瓶深紅色的精華液呢？Anyway, 得到網路上試用品兌換簡訊，復興Sogo櫃姐還給我容量較多的sample。 試用了兩回，第一回用了兩個早上一個晚上，在前化妝水後精華液時都很正常，但是擦上乳液或乳霜之後臉頰就很明天刺痛發紅甚至臉色變深，那時還懊惱怎麼皮膚又不聽話了，就先減少到溼敷化妝水+厚敷乳霜。 幾天後看皮膚又復活過來，想說再來試試吧…… 結果還是一樣的糟 ＞_＜!所以我很確定！Dior這瓶精華液跟Sisley的全能乳液、聚水賦活、密集晚霜、抗皺活膚駐顏霜 超級不對盤，讓我的臉乾到像中毒了啦！ 。・°°・(＞_＜)・°°・。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 220.133.45.157

【李忠謙／綜合外電報導】阿根廷總統費南德茲（Cristina Fernandez）昨（8日）完成腦部手術，成功去除頭蓋骨下的血塊。政府發言人表示，手術一切順利，總統還留在加護病房治療，但沒有任何併發症。

費南德茲5日到醫院檢查時，發現顱內出血，醫生下令休假一個月。現年60歲的費南德茲，其實早在8月時不慎跌倒撞到頭，但當時醫生檢查後稱並無大礙，但費南德茲仍感到不適，才發現顱內出血，加上左臂已出現無力症狀，醫療團隊才決定為這位女總統動手術。

【陳智偉／綜合外電報導】國際貨幣基金（International Monetary Fund，IMF）公布最新《全球經濟展望》報告，調降以中國為首的主要新興國家成長目標，並下修美國成長率預測，日本維持不變，歐元區則獲得調升。IMF並指出，先進經濟體成長雖逐漸轉強，仍不足以平衡新興經濟體成長走疲衝擊。
 
IMF此次下修中國經濟成長預估，2013年目標由7月預估的7.8%降至7.6%，2014年則由7.7%降至7.3%；俄羅斯、印度等成長目標也同步下修。新興國家今年整體成長目標下修0.5個百分點至4.5%。
 
先進經濟體部分，美國今、明年成長目標雙雙下修0.1個百分點，分別降至1.6%、2.6%；日本則持平為2%、1.2%；歐元區今年由-0.6%升至-0.4%，明年則可望恢復成長，成長目標由0.9%升至1%。
