花旗投顧負責人王進彰表示，美量化寬鬆政策（QE）緩退，象徵經濟復甦腳步稍顯顛簸，將拉長全球市場的震盪期。

王進彰指出，日前美國聯邦準備理事會宣告維持量化寬鬆政策，全球股市開出慶祝行情，但實際上不確定因素，仍造成投資人不安。

他評估，第4季投資債市可望優於股市，債券仍是穩定獲利的投資選擇之一，複合債券、高收益債不看淡；股市方面，可著眼已開發國家，逢低布局日本、美國，新興市場仍聚焦中國大陸。

另外，投資人可留意美國、日本股市；新興市場部分，目前中國大陸股價仍低，可依個人風險承受能力，適當布局。

他指出，過去幾個月，因為QE退場的預期，市場出現一波債券拋售潮，導致多項債券指數，如美國債券指數、新興市場債指數、高收益債券指數的收益率皆大幅滑落，甚至出現負報酬。

針對市場擔心上述情形，是否意味債券已邁入空頭市場？王進彰分析，利率和債券價格有相互影響的關係，但從報酬層面來看，債券總報酬實際上是由利息報酬、價格報酬兩個部份組成；且從歷史研究可以得知，債券報酬主要來自利息收入。

因此，他認為，在通膨壓力不大的狀況下，若債券利息收入大於物價上漲幅度，債券反而能提供緩衝的效果，中長期來看，將可望有穩定的回收。

他強調，投資人不用過度緊張，前陣子債市大跌，多反應對於QE退場的預期，但在聯準會宣布維持QE購債規模不變後，債券市場動能回溫。

未來體驗館 可虛擬試穿

2013年台北國際電子產業科技展昨揭幕，今年建置2大主題，包括MIT Inside未來體驗館與ICT領航地圖館─台灣隱形冠軍主題館，讓參觀者了解未來科技將可如何運用在食、衣、住、行及育樂。

台灣隱形冠軍主題館自8日起到11日止在南港展覽館展出。智鏡科技所研發的3D虛擬試衣間，透過體感偵測技術，使用者不用1秒鐘，就可換新裝，甚至可模擬戴上眼鏡、帽子、圍巾、包包等。體感技術還可操控食譜，輕揮手臂就可選取想吃的餐點，投影螢幕會秀出食譜，可以一邊看食譜步驟，一邊享受做菜樂趣。

【徐彩媚／嘉義報導】嘉義市北門派出所昨晚巡邏時，在新生路與嘉北街口，發現一名年輕男子手持柺杖及塑膠盆子站在路旁向路人乞討，由於車輛來往頻繁，警方擔心男子發生危險，上前關切詢問，但警方溝通許久男子都沒有回應，後來才發現原來男子是喑啞。
 
警方調查，家住義教里的賴姓男子（20歲），因左腳殘疾行動不便，從小又喑啞、沒有謀生能力，平日四處乞討為生，警方對賴男處境深表同情，連絡里長到場協助，並告之賴男有什麼需要幫忙，可協助轉介社會局或其他民間公益團體協助，讓弱勢民眾也能感受到社會處處有溫情。

疑私下會面被告的台灣高等法院法官宋明蒼不滿遭停職，提起訴訟。職務法庭今天撤銷停職處分。

宋明蒼可向司法院提出復職申請，回復法官職務。

全案緣於，審理司法官貪污案的法官宋明蒼，在民國100年11月15日疑似與貪污案被告的房阿生，秘密談話約30分鐘，高院發現後建請司法院懲處；司法院認為，宋明蒼在法庭外與當事人接觸，且敬業精神不足，將他停職，並移送監察院調查。

宋明蒼不服，提出復審，經保訓會撤銷停職處分後，司法院再依法官法將他停職，宋明蒼因此向職務法庭提起訴訟，請求撤銷停職處分。

職務法庭認為，宋明蒼在沒有急迫的情形下，未先告知合議庭成員，就自行前往高院訴訟輔導科，與房阿生同桌交談，誠屬不當，也損害司法信譽。

但審酌宋明蒼是受到書記官的報告，才前往公開場所訴訟輔導科，交談位置並無隱密性，現場也有錄影設備開啟使用中，難認他主觀上藉此與房阿生私自交易，縱使遭民眾目睹，也不致於對司法公信力造成立即重大危害。

職務法庭說，高院自律委員會於事發後3日，即已召集審議，宋明蒼到場接受調查，並無妨害或影響調查程序的進行。

此外，依據相關證人的證述及宋明蒼所擬裁判初稿、庭長批註意見等資料，尚無宋明蒼被指敬業精神不足的情事，且他所涉懲戒情節「尚未達重大程度」，司法院將他停職逾越必要性原則，因此撤銷停職處分。

【施旖婕／綜合外電報導】委內瑞拉有1對情侶因為玩車震，遭罰1300美元（約新台幣3萬8200元），引起委國民眾討論。　

警方指出，這對情侶在去年11月把車停在一處公園後，就直接在車內做愛。隨後有員警發現他們的「猥褻行為」，立刻將其移送法辦。近日判決結果顯示，這對情侶被罰約1300美元，相當於當地勞工3個月的最低薪資。

當地有不少民眾表示，委內瑞拉犯罪率高，有時間查辦車震，「還不如去抓竊賊和搶匪」。
