【林佳樺╱台北報導】于美人今天召開九分鐘記者會，重點談與瓊瑤合作推出《花非花》電視原聲帶，以及簽下中國女星萬茜經紀約，也表示要簽下羅霈穎當旗下藝人。于美人婚變官司沒影響到工作計畫，反而讓她的韌性以及喬事能力越喬越猛。
 
記者會當中，于美人表示與瓊瑤將合作推出華視《花非花》電視原聲帶，由中國女星萬茜演唱，萬茜曾與郭富城合拍過《聖誕玫瑰》，也發過專輯和單曲。于美人絕口不提和James(王維倫)婚變打官司後續，但直言要簽羅霈穎當藝人，幫助她打官司。

【陳培煌／台北報導】外交部今發布新聞稿指出，我國與俄羅斯於本月16日在台北正式簽署「台灣與俄羅斯聯邦間航空服務協定」，雙方分別由台北莫斯科經濟文化協調委員會主任委員柯森耀以及莫斯科台北經濟文化協調委員會主席羅伯夫（Oleg Lobov）代表兩國簽署。

外交部指出，據統計台俄兩國互訪旅客人數呈現逐年增長趨勢，去年已達2萬人次，較前年成長30％，此一協定簽署後，對於促進雙邊人員及經貿的交流往來將有助益。

外交部說，為因應未來漸增的觀光商務往來與日益密切的經貿關係，台俄雙方經過多次協商，達成共識，決定簽署台俄空運服務協定，為日後台俄航空業者的直航預作準備，未來除可節省兩國旅客往來時間，並可將我國的工具機、高附加價值的電子科技產品以及各類產品更快速運至對方國，有助於帶動兩國各領域更加密切的合作與發展。

【陳嘉恩／台北報導】立院教育及文化委員會下午審議《核子反應器設施管制法》修正草案，初審通過第29、30、31條修正條文。由於現行法令針對擅自興建核電廠、擅自裝填核燃料、沒有執照操作核電廠等情形時，是先處以行政罰鍰300萬到1500萬元，立委鄭麗君認為被罰的是國營事業台電，罰鍰只是用公務預算左手轉右手，並無嚇阻效力，因此提案修法，將罰則改為刑罰。

此案今天經委員會初審通過，若違反上述事項，除了原本規定命其停止作業外，罰鍰改為要處行為人3年以下有期徒刑、拘役、或科或併科300萬到1500萬元罰金。法案將送院會二、三讀。原能會原先憂心刑罰會比行政罰較沒有效率，但鄭麗君反駁修法條文有保留行政機關可要求核電廠命其停止作業，並不會影響行政機關的權限。台電則說，會遵守法律。

另外，綠委陳節如也提案要求增列核電廠地方性公投條文，要求核電廠的興建、裝填燃料和正式運轉前，應由該設施場址50公里內縣市辦理地方性公投，但藍綠雙方無共識，條文保留下次再議。

【林振義／高雄報導】一名身穿保全員制服的中年男子，今午四點多突從愛河河東路岸邊跳河，路人見狀大叫一聲，並從岸邊取救生圈丟下河中，讓跳河男子浮在河面，隨即報警救援。

當時在愛河行駛的愛之船上兩名人員見狀，趕緊靠近將跳河男子抓住，等待消防人員前來，幸好有即時丟下救生圈還有愛之船的協助搶救，跳河男子被救起後並無生命危險，僅不斷喃喃自語說：「剛剛有吃下多顆安眠藥。」

【林錫淵／高雄報導】3名工人今天下午3時許到高市小港區中林路與臨海路口的台電變電所，準備清理修剪6萬9千伏特高壓電塔周遭的樹枝，一名站在地面上幫扶鋁梯的薛姓工人（28歲），突遭高壓電電擊倒地不起。

消防隊員據報趕抵，發現薛男左胸口以下至左腿多處脫皮，經送小港醫院發現全身有百分之25的二度灼傷，目前生命跡穩定，已轉送海總治療，事故發生原因正由台電等相關單位調查。

內政部營建署今天到台南辦「全國區域計畫」公聽會，環盟等團體在公聽會開會前舉標語抗議，要求內政部進行政策環評及不得公告。聽證會中，與會環保團體批全國區域計畫草案，刪除活動斷層兩側限制開放，將使民眾買房子戰戰兢兢。

營建署強調全國區域計畫依規定無須政策環評，但將與環保署研議，確認辦理方式，納為後續規劃。另斷層問題，為確保建築安全，在申請建築執照時仍應符合相關建築法規，因此並不會有影響。
