之前看國內新聞時，報導統一獅進季後賽的方法有二，奪得下半季冠軍，或取得年 度勝率第一。若以後者來論，假設上週獅象補賽由象隊獲勝，加上昨日補賽猿勝， 會使得兩隊戰績並列，必須加賽一場決定下半季冠軍。 如果加賽由猿獲勝，那這場加賽是否要併入年度勝率計算？若加入計算導致獅的勝 率低於犀牛，那是否就失去季後賽資格？請了解的人為我解惑一下，感謝。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 1.34.241.170

【辛啟松／台南報導】全國區域計畫南部公聽會今天在台南市舉行，台南、高雄、屏東等縣市環保團體都列席，他們抨擊內政部今年9月初上網公告「全國區域計畫草案」，草率辦完4場公聽會後，18日就要公告「全國區域計畫」。環保團體要求內政部暫緩公告，否則不排除更大規模抗爭。
 
內政部營建署綜合計畫組組長陳繼鳴說，全國區域計畫是全台土地使用的空間計畫，並非政策執行，「縣市政府提出相關開發計畫，仍需送環保署辦理政策環保。」他強調，除依現況增列多處地區為一級環境敏感地區，「若位於一級限制發展地區，將不得申請開發許可。」
 
台南市環境保聯盟理事長邱雅婷說，「全國區域計畫草案」爭議點，包括要鬆綁農地、山坡地及水庫集水區等非都市土地開發，台南市目前正規劃烏山頭水庫水庫集水區旁「六甲活動斷層」以西為「都市計畫區」，且可能在「全國區域計畫」正式公告後就可宣布，這個都市計畫應再做「政策環評」，因為會影響烏山頭水庫水質、水體安全，台南市卻想草率通過。
 
屏東縣教師會生態教育中心朱玉璽說，全國區域計畫草案刪除「沿海自然保護區，禁止任何改變現有生態特色、及自然景觀」，政府拿掉海岸禁止變更部分，美麗灣、悠活案違法案也可解套，尤其是悠活飯店14年來違法營運，破壞海洋生態，政府不追究，再補做環評即將就地合法，政府帶頭鼓勵違法，實在惡劣。
