北市三元街的頂樓違建已近四十年，附近住戶擔憂建物萬一掉下，恐壓傷路人。林媛玲攝

【林媛玲╱台北報導】超大流籠違建真恐怖。台北市三元街有一名屋主，在四樓頂樓加蓋違建，違建面積龐大，甚至已凸出至人行道上方，附近住戶心驚膽顫、直呼離譜。屋主昨證實是近四十年前搭蓋的流籠違建，目的用來運送盆栽到頂樓，還宣稱：「這一帶哪家沒違建？政府若要拆就拆。」北市建管處表示，將前往會勘認定，再研議是否拆除。

位於北市三元街二○二號的頂樓違建，目測約長八公尺、寬三公尺、高一公尺。附近陳姓住戶向《蘋果》投訴指出，他搬到附近四年多，突然發現竟有這麼離譜的大違建在房屋頂樓，鄰居都認為是屋主在頂樓搭建鴿舍，如颱風來襲、吹垮鐵皮屋，擔憂附近住戶將倒大楣，要求政府強力取締拆除。附近住戶張先生也說，從人行道看到頂樓違建，感覺隨時要垮下來，非常恐怖。

蓋流籠運送盆栽

記者昨前往屋主家按鈴，屋主朱欽銘證實，他父親近四十年前搭建該固定式流籠，因父親在頂樓種植許多盆栽，盆栽過重、無法透過樓梯搬運，在牆邊搭建流籠再用鋼板固定，用流籠來運送盆栽；他強調流籠有強化設施，鋼板也都固定，近四十年來沒事，如政府要拆，他沒意見。

「施工看來簡陋」

中華民國結構技師全國聯合會理事長蔡榮根看過違建照片表示，鋼架棚受風面大，看來搭設施工非常簡陋，確有被強風吹垮的危險；至於萬一砸下來的力道，須透過鋼架總重量計算，他尚無法透過目測估算，但絕對會造成傷害。
北市建管處副總工程司邱英哲說，今將前往現場會勘，由於一九九四年以前的違建都屬既存違建，可分期分類列管，並非有立即拆除必要，但若流籠等設施恐有安全疑慮，則會要求屋主先行改善。

【丁牧群／台北報導】立法院司法及法制委員會今審查司法院103年度總預算，立委除了痛批各法院濫發監聽票，也砲轟司法院浮濫核發法官考績獎金。國民黨立委廖正井、賴士葆指出，依據中正大學最近做的民調，超過8成民眾不相信司法公正，但去年居然有97%法官的考績是甲等，遠超過其他公務員75%甲等的比例，而行政院、監察院、考試院的103年度預算都比去年自行縮減8%，惟獨司法院增加6%達到260多億元。
 
經過協商，立法院司委會決議將司法院103年度經常性預算刪減5.5億，其中有3億元是人事費用，另外再凍結3億元人事費用，但整體算下來，司法院先增加6%預算，然後只被砍2%(5.5億)，仍比行政院等其他單位好很多。
