【陳慜蔚／台北報導】嘴硬多日、被檢調掌握證據而被迫坦承油品摻偽的福懋油脂（1225），今下午5時在證交所進行重大訊息說明，總經理許忠明親自出面，深深一鞠躬向大眾道歉，坦承公司橄欖油分別因自摻芥花油、船期延遲向大統誤購摻有棉籽油的橄欖油，欺瞞消費大眾。福懋油遭重罰1500萬元，不僅是黑心油品爆發以來，第3家出包的油品大廠，更是股票上市油品公司首例。
 
福懋此次遭檢出摻有芥花油等其他油品的6項橄欖油品，加上事發後配合度不佳，挨罰1500萬元。許忠明昨天總算出面說明，並率領公司主管鞠躬道歉，不過，公司內部似已定調，將標榜100%純油品摻雜其他油品的「罪過」，歸究在油脂處長林立中身上。
 
許忠明解釋，在6款有問題的橄欖油中，主要來自兩大原因：一是油脂處為解決小包裝油品長期虧損壓力，買來芥花油摻入其中，以降低成本；二為買入大統摻有棉籽油的橄欖油。許忠明坦承，公司內部摻入芥花油的部分，「確實對不起大家」，但有關誤買大統油品部分，他仍辯稱，事先並不知情。
 
至於購買大統問題油品部分，許忠明說，由於船期有時遲到、恐延誤交貨，因此福懋會向大統調貨，「基於同業信任，是依100%橄欖油的價格向大統調貨，事前真的不知大統在橄欖油中添加棉籽油」。
 
《蘋果》詢問，為何從脂肪酸的比例中，驗不出橄欖油摻有棉籽油成份？許忠明表示，棉籽油並不會影響橄欖油的脂肪酸數值及色澤，沒想到大統的油會有問題。林立中則直言，在橄欖油中摻雜其他油品「是業界常態，不相信別人沒有問題。」
 
許忠明說，福懋油的主力營運項目是大豆油、棕櫚油等大宗油品，小包裝油品並非福懋的競爭強項，油脂處的確是為了成本，在自家橄欖油中摻入芥花油，「真的對不起大家」。他強調，絕不是因為小包裝油品佔營運比重小，就不重視油品摻偽的問題，「我們真的很笨，應該早點出面澄清。」
 
據了解，橄欖油等小包裝油品僅佔福懋整體營收0.8~0.9%左右，其餘營收來自大宗油品的貢獻，經過此次事件，許忠明說：「我們考慮退出小包裝油品市場，專注經營大宗油品相關的強項。」
 
福懋日前曾參與植物油品公會集體切結，保證沒有問題油品，結果還是出包且挨重罰，今天出面道歉澄清，恐難彌補對民眾消費信心的傷害，下周股價將難逃重挫命運。

【辛啟松／台南報導】一名印尼女子與人口販子相戀，以印尼話幫集團誘騙、媒介同鄉或高中同學入火坑賣淫，不料她竟劈腿愛上恩客，被嫌犯抓包毒打。移民署台南市第一專勤隊循線查獲時，她詳細供出嫌犯的作案模式及帳冊，讓專案小組釐清組織網絡，全案依人口販運罪等移送台南地檢署偵辦。
 
台南專勤隊指出，這名愛上人口販子的印尼女子愛菲（26歲），去年到台灣工作後逃逸，今年初認識翁姓主嫌（27歲，有殺人、組織犯罪前科），幫對方工作，前往新竹的小吃部、卡拉OK陪酒，甚至性交易。愛菲在今年初慫恿高中同學菲姬（25歲）逃離雇主家，到新竹市從事脫衣陪酒及性交易。
 
今年7月中旬，菲姬趁某次在小吃店陪酒時成功逃逸，她向專勤隊員說，她跟6名印尼籍女子被關在一處透天厝內，愛菲的男朋友，也就是負責的翁姓老闆只要接到客人電話，就會要3名馬伕輪流載小姐上班。她說，原以為出賣肉體可以多賺點錢，不料翁姓老闆不給錢，還餵他們吸食安非他命，等她們上癮後，就用性交易所得扣毒品費。
 
台南專勤隊根據菲姬提供線報，前天帶隊到新竹查緝，當場逮捕翁姓主嫌等4名台灣人，被軟禁的5名印尼女子。當專勤隊員找不到相關線索時，愛菲竟主動供出帳冊放置地點，翁姓主嫌的營運方式，讓專勤隊員快速掌握偵辦架構，並突破翁姓主嫌及其他被害印尼女子心防，全案人口販運罪移送。

【大陸中心／綜合外電報導】中國死刑犯在伏法後進行器官捐贈的作法已行之有年，但大多沒有取得犯人本身或家人的同意。根據路透社的報導，一名中國前衛生事務官員表示，這項飽受批評的制度將於明年（2014年）中停止。
 
據統計，每年等待器官捐贈的中國病患人數高達30萬，但每30名病患才僅有一人得以接受器官捐贈。據悉，去年中國遭執行死刑的人犯有4千人。這位官員擔心，器官捐贈的短缺情況已經讓中國器官捐贈的非法交易大行其道，一旦死刑犯無法成為器捐來源之一，中國的器捐非法交易將更為猖獗。
