【王秋燕／綜合外電報導】中國《工人日報》刊登中國國務院總理李克強在中國工會第16次全國代表大會上的經濟形勢報告。李克強在報告中指出，要穩增長、保就業，但不能再多印鈔票，因為擴大財政赤字，增加貨幣供應量這種短期刺激政策難以持續，目前赤字率已經達到2.1%。
 
李克強表示，要引導市場預期，確定合理區間，就是經濟成長率下限在7.5%左右，物價增加幅度不能超過3.5%左右。

【陳瑩欣／台北報導】台灣經濟研究院今下修2013年經濟成長率預測值至1.93%，較前次公告下修0.59個百分點，更較去年11月預測的3.42%少了1.49個百分點，台經院院長洪德生呼籲政府「準備應對」，該院景氣預測中心主任孫明德更直言，今年沒等到景氣春燕，只等到憤怒鳥。

台經院指出，國際與台灣經濟成長率連動性高，當全球經濟成長上揚時，台灣經濟成長也會高於全球，反過來說，全球經濟下滑，台灣經濟成長率下滑幅度也大，今日首度公開2014年台灣經濟成長率達3.11%，保3(%)還是要很拼。

台經院去年11月曾估今年經濟成長率為3.42%，如今估僅剩1.93%，孫明德說：「我們以為春燕來了，結果只等到憤怒鳥！」他指出，台灣經濟成長率連續兩年不保2(%)，最令人擔心的部分是怕「回不去」，沒有趁恢復力道衰退時好好調體質、決定要不要簽服貿，「區域經濟方向不明確，恐怕明年還是要繼續看到憤怒鳥。」

立委爆料，國內多家廠商進口棉籽，並要求衛福部和農委會即刻清查，經過連夜跨部會清查，證實國內確實有五家廠商進口棉籽，包括頂新、大成長城、福壽、三福，以及一家經營水產、蔬果、油脂、飼料和農產豆類進出口的郭茂盛企業公司。

農委會昨日連夜清查五家業者提供的書面資料，並比對財政部關稅署資料，證實今年1至10月，五家企業共進口1358公噸棉籽。

今天農委會和衛福部組成聯合稽查小組兵分五路進廠查核，除了了解廠商進口棉籽做何使用，使用後的棉籽粕流向外，農委會也派出畜試所、動科所的動物飼料專家陪同，比對進口與出貨資料、飼料肥料配方，並針對產品抽樣，不排除循線追查下游購買的牧場、農場，確認業者提供的資料真偽。
