【陳怡妏／綜合外電報導】史上最強颱風之一魔鬼颱「海燕」，被列為最高級五級的強颱，上周五重創菲律賓，因還有部分城鎮失聯，菲官員昨警告，死亡人數恐上萬，是菲國史上最嚴重天災。災民三天沒東西吃，為了活下去只好到處打劫，連死人身上的東西都不放過，菲國總統小艾奎諾考慮實施軍法戒嚴或頒布緊急狀態遏止歪風。美、台等國紛紛承諾捐款救災。

災區道路柔腸寸斷，賑災物資派送困難，甚至有黑幫搶劫運送物資的卡車。由於菲國房屋大多以質輕建材蓋成，面對威力強大的海燕毫無招架之力，無數屍體被壓在倒塌的房子下，樹上也掛著數以百計屍體，菲律賓約48萬人因海燕流離失所，450萬人受影響，急需食物、飲水和帳篷。

威力已減弱的海燕預計今早登陸越南，但昨就已造成越南六死數十傷，當局下令撤離沿海逾六十萬人。海燕也在中國海南島三亞港造成7人名船員失聯。

【吳貞儀／綜合外電報導】海燕強襲菲律賓，三名在全球各地追蹤和拍攝強烈風暴的追風者（storm chaser），不畏風雨挺進菲國港口城市獨魯萬，在飯店經歷洪水湧入的驚險一瞬間，拍下狂風、洪水和火災肆虐的駭人畫面。

美國追風團隊iCyclone成員莫傑曼（Josh Morgerman）、雷諾茲（James Reynolds）和湯瑪斯（Mark Thomas），上周四飛抵獨魯萬市，三人在頂樓拍下洪水淹入飯店的畫面，大廳樓梯變小瀑布，水深迅速及腰。一樓房客打不開房門，倉皇擊破窗戶逃生。追風小組和在場的記者也放下攝影機，加入救人行列。

三人幸運生還但餘悸猶存，形容現場「宛如一場災難電影」。

【大紀元2013年11月10日訊】中共三中全會前一天，11月8日，上海市浦東原綜合土地規劃局局長萬曾煒涉嫌受賄595.5萬元，在上海當地出庭受審。萬曾煒在上海被認為是韓正的心腹。

浦東原規劃局局長萬曾煒出庭受審

據上海媒體報導11月9日，11月8日上午，上海市第二中級法院公開審理原上海市公積金管理中心主任萬曾煒受賄一案。據公訴機關指控，萬曾煒在1996年到2000年擔任浦東綜合規劃土地局副局長、局長期間，以職務便利收受賄賂，直至2013年共收受錢款595.5萬元。

今年64歲的萬曾煒，歷任上海市浦東新區綜合土地規劃局局長、黨組書記，浦東新區發展計劃局黨組書記，上海市公積金管理中心主任、黨委書記等職務。他還曾擔任過中國房地產研究會副會長、浦東改革與發展研究院院長、上海自由貿易區課題組組長等。

萬曾煒在2013年6月17日被上海市公安局刑拘，7月1日被逮捕。在檢察院指控萬的犯罪事實中，有一筆近400萬元是萬離開規土局8年後，讓其妻出面接受的。

法庭稱此案將擇期宣判。

上海韓正被指與江派藕斷絲連

此前，大紀元報導，中共中紀委2006年查辦陳良宇「社保基金案」，現任上海市委書記韓正與陳良宇及江家幫及時切割，向胡錦濤表忠心過關，留任上海市長。

十八大後，韓正一方面對習近平表示低頭，一方面與江派若即若離，和上海幫藕斷絲連。

上海曾經是前中共總書記江澤民的老巢，是江發跡的地方。十八大後，江澤民在軍隊、政法委、上海市的三大老巢全部失守。

有消息說，今年4月，江澤民親侄吳志明，原是上海市政法委書記、公安局長，因牽涉大案，出國護照被收繳。吳志明是原上海幫核心成員之一，任上海政法委書記近11年，曾兼任上海市公安局局長達8年，造成多起冤案。

有分析稱，萬曾煒的受賄方式多種多樣，包括現金、諮詢費、商舖等，受賄時間大多在2000年，正是黃菊、陳良宇、韓正在上海主政的時期。現黃菊已死，陳良宇已倒台，俞正聲已高昇。

媒體質疑，萬曾煒的案子經歷了13年才揭露出來，是誰保護的結果？韓正能脫離了其中的干係嗎？13年來，韓正在上海步步高陞，全市的計劃、土地、規劃、房產、征地拆遷等，正是韓正在中共上海市委副書記和副市長、市長期間，分管和主管的工作。

中共十八屆三中全會的前一天，才拋出一個上海的局級小蒼蠅，其用意不免引起外界猜測。
