【高佳菁／台北報導】大慶證券表示，台股已經連續4日開高走低，雖然低迷的量能使指數於上升的季線有守，但在跌深後卻無法出現強彈走勢，就技術面而言，台股短線可能持續弱勢，在未出現向上開高走高中長紅前，短線應先保守以對。
 
大慶證券指出，台股近期相對亞股弱勢，主要原因在於外資短線態度轉趨保守，雖然昨日外資於現貨買超19.73億元，然台指外資空單持續加碼，淨空單累積至11900口以上，再創近期新高。而反應到盤面來看，昨日電子股依然弱勢且無主流，以電子指數來看，型態頸線293.9點之上似乎即將形成2個多月以來頭部，搭配短期均線開始下彎，未來電子股需見到權值型個股轉強帶動，否則恐將拉長修正時間。

【方翊倩／綜合報導】《國家地理》雜誌攝影師麥可．山下工作在拍照，就連吃飯、逛街隨時都眼神飄忽，四處尋找最佳畫面，等著按下快門。

今日出刊的《壹週刊》報導，麥可．山下是日裔美國人，64歲的他一頭捲髮，笑起來像肯德基爺爺，是美國《國家地理雜誌》專任攝影師，擅長拍攝東方題材，重現失落的歷史時刻。他已經拍了34年，不論科技如何進步，拍照最需要的還是等待，等待畫面，等待一道決定性的光線，他說：「攝影師都有個強大的自我，我們常會祈禱趕快出現一道光，真的出現了，就覺得自己很偉大，召喚了上帝射出這道光。」

【李英婷／台北報導】東北角龍洞地質公園發生瘋狗浪捲走8條人命的意外，國民黨立委黃志雄上午在黨團記者會上痛批，部會官員第一時間受訪態度糟糕，需檢討，要求中央政府負起完全責任。黃還指出，新北市政府曾就水域安全，要求風管處強制釣客穿著救生衣，但遭拒；東北角103公里海域竟不到10位機動人員巡視，要求交通部正視。國民黨立委江惠貞則要求，加強安全措施，並研擬海域風景區每年10月至明年3月採取申請制度。

對此，交通部次長陳建宇致詞前先起身，率領觀光局長謝謂君與風管處長許正隆，向社會大眾鞠躬致歉。陳建宇表示，交通部已要求觀光局重新檢視海域風景區的安全設施，並於兩星期內提出完整檢討報告；也要求觀光局不得迴避任何責任，擔起所有應負責任。謝謂君則表示，已指示風管處做好所有善後工作，他尊重許正隆自請調職，現階段先協助受難家屬申請理賠，並為其爭取最大權利。

【李忠謙／綜合外電報導】埃及政府12日宣佈解除緊急狀態和宵禁，比預期的日子提前了兩天。埃及保安部隊今年8月14日先強制驅散支持被罷黜總統莫西的支持者後，8月14日政府宣佈實行緊急狀態和宵禁。
 
據英國廣播公司（BBC報導），埃及當局原本計劃僅實行一個月的緊急狀態，但9月12日又將其延長了兩個月。埃及總理的一個顧問向BBC證實，緊急狀態和宵禁從當地時間下午4時起開始解除。BBC稱，緊急狀態埃及政府將可直接搜查與逮捕人民，但也有不少人認為，開羅的商業蕭條就是宵禁所致。

【葉國吏／綜合報導】三國時代梟雄曹操，一直被傳是漢代丞相曹參後人，指曹父本為夏侯家後人，過繼給太監曹騰後改姓曹。但上海復旦大學課題組經研究，宣佈完全確定曹操家族DNA，破解曹操及其家族身世之迷。

今日出刊的香港《蘋果日報》報導，上海復旦大學在中國採集了79個曹姓家族的280名男性和446個包括夏侯、操等姓氏男性志願者的靜脈血樣本，並進行DNA比對，確定曹操身世。

通過比對，安徽亳州的曹操祖輩墓葬元寶坑1號墓的遺骨與現代曹操後人緊密關聯；夏侯氏、曹參後人都不是該類型。故此，課題組認為曹操之父來自家族內部過繼，該家族並非曹參本族。

【李忠謙／綜合外電報導】聯合國大會昨選出人權理事會14個新成員國，中國、俄羅斯、沙烏地阿拉伯、越南、古巴的人權紀錄雖遭詬病，卻依舊當選。其他當選國家包括英國、法國、馬爾地夫、馬其頓、墨西哥、阿爾及利亞、摩洛哥、納米比亞、南非。
 
「人權觀察」指中國、俄羅斯、沙烏地阿拉伯、越南、阿爾及利亞五國，拒絕聯合國人權監督小組前往調查涉嫌踐踏人權事件。「聯合國觀察」說，中國、古巴、俄羅斯和沙國不但有系統地踐踏本國公民的人權，而且還經常投票阻撓聯合國保護人權的動議。
