【張貴翔／新北報導】新北市三重三和路4段1處巷弄內，今天上午6時許，有民眾發現1輛機車橫倒在路中間起火燃燒，趕緊用滅火器搶救並同步報警；警消趕到時，火勢已由民眾自行撲滅。

警方調閱監視器發現，1名年約30歲身穿淺色上衣男子，案發前騎乘機車進入巷弄後，突然將車推倒並打開油箱，做出點火動作後逃離現場；警方表示，將再調閱沿街監視器，追查該名男子下落，以釐清事發原因。

一般的國際機場入關處，會有兩種不同的通道，本國護照一條、外國護照一條；但在菲律賓的馬尼拉機場，卻有三條通道，除了本國外國，還有「海外移工」。三條通道中，最方便最快速的，往往是「海外移工」那條。

在台灣的家戶裡幫忙照顧老人、小孩、長期病患，在工廠裡協助清潔打掃的「菲傭」，當他們回到自己國家時，走的就是「海外移工」的方便優待通道。因為他們是菲律賓的經濟英雄，「海外移工」匯回菲律賓的錢，是菲律賓外匯的最大宗。如果沒有這些離鄉背井到各地去工作的人，菲律賓的經濟根本就無法支持。別小看這些「菲傭」，在他們自己的國家，他們靠著工作付出、靠著賺進外匯，而取得了一定的地位、一定的影響力。

在馬尼拉，最有名的華校有兩所，一所叫「華僑學院」，另一所叫「中正學院」，光聽這樣的名字，就知道他們和中華民國、和國民黨有著深厚淵源。兩所學校各自都有好幾千名學生，而且在這兩所之外，還有很多其他的華校，加起來有幾萬學生。

全菲律賓有超過兩百萬華人。其中雖然有一部分是新近才從中國大陸移居過去的，然而大多數都還是屬「老僑」，認同的是舊中國，在他們的家族或社團中，往往還留有百年前贊助革命成立中華民國的記憶，中年族輩則曾經和台灣的僑務單位有過密切的互動。

作為台灣人，我們沒有理由不知道這些簡單的事實，更沒有理由不把這樣的事實放進到我們的視野中。數以萬計的菲律賓移工來過台灣，還有數以百萬計的華人曾經對台灣感到特殊的親近。這應該是我們向外發展的寶貴資源。如果這些移工抱持著對台灣的好感，如果這些華人維持對於台灣的一點基本向心力，那至少會從社會上給予菲律賓政府一定的壓力與牽制，更進一步，說不定能讓台灣在東南亞找到一個實質的友邦。

自外於東南亞，不在意東南亞國家對台灣的觀感、看法，對台灣本身絕非好事。地理位置上，和台灣最為緊鄰的，除了大陸，就是東南亞。忽視東南亞，甚至在東南亞製造敵人，只會限縮台灣對外關係的選項。說白了，就是在經濟與外交上更加依賴大陸，讓大陸成了唯一的選項。

今天台灣內部會有如此強烈反對兩岸服貿協定的聲音，不就是出於對過度依賴大陸的擔憂嗎？希望不要過度依賴大陸，卻又不願付出一點代價，利用現有的資源開發更廣闊的東南亞關係，那台灣還能走什麼樣的對外道路呢？甚至不用提根本的人道立場，單純從台灣自身利益出發，都沒有理由反對援助受災的菲律賓吧？

　花蓮縣府昨發動多家通路，將味全、大統、福懋極富味鄉所有商品全面下架，以維護食安，但霹靂手段也引發爭議。對此，行政院長江宜樺上午在立院備循表示，依照食管法，這部分屬於地方政府裁量權，中央的責任是定出合格與否的共同標準。江宜樺說，是否一家廠商因為一樣產品不合格，全部產品就應全部下架，大家會有聰明的判斷，被下架廠商有疑義，可以依法申訴。
