【國際中心／綜合外電報導】日本氣象廳16日宣佈，日本千葉縣當晚發生芮氏規模5.4的地震，千葉縣、埼玉縣、茨城縣和東京都等地都有強震感覺。
 
根據日本氣象廳的觀測，地震發生於當地時間20時44分（台北時間19時44分），震央位於千葉縣西北部，震源深度約90公里。地震未引發海嘯，目前暫無人員傷亡和財產損失的報告。同一地點數分鐘內也發生了芮氏規模各為3.4和3.7的餘震。

問在地人黃大哥，桃園有什麼好吃的牛肉麵嗎？於是我們來到這家「正宗新明老牌牛肉麵」，

台北永和也有一家「中壢新明牛肉麵」，兩家沒有什麼關係，不過對於這種名稱相似的店家小豪也開始見怪不怪了，

這裡有兩家牛肉麵，旁邊那家「永州牛肉麵」聽說也不錯，下次再來品嚐。

牛肉麵 95元

這種價格在台北幾乎是吃不到的，台北牛肉麵幾乎都是120元起跳，180元一碗的也有（桃源街）

麵的口感偏硬，我不太喜歡這種口感的麵，後來發現牆上單子有寫麵要煮到熟透可另外告知，

湯的感覺蠻特別的，是我在台北沒喝過的類型，味道還不錯，微辣。

牛肉約有6塊，不知道是不是特例，這天吃到的牛肉很乾，已經介於牛肉跟牛肉乾之間的程度了，

吃到最後一塊才比較鮮嫩，若以最後那塊來評價，約略是80分等級的牛肉。

這裡打著加湯加麵（加冬粉）免費，但限制一人加一次，若是兩人共用一碗加麵加麵要20元。

個人是覺得若不特別加湯的話，有一點點不夠喝。

榨菜，口感上是沒有覺得很特別。

用餐環境

我覺得這裡最特別的地方在於，當你要站起來時（點菜或上廁所），

工作人員會喊叫你坐下，說會有人去找你點餐，

雖不至於到覺得態度差，但會讓人覺得壓力好大，我只是要找廁所呀！

店內沒有廁所，說是要跑去旁邊的水果攤借，算是比較特別的體驗。

由於我不敢隨意站起來，所以也沒拍到什麼照片，完畢。

金管會將修改「保險法」，分4級建立保險業「立即糾正措施」；如果有保險公司屬於「資本嚴重不足」，該公司被政府接管後，將成立過渡保險公司。

金管會將在19日舉行「保險法」修法公聽會，請主要壽險公司及壽險公會代表與會。根據金管會保險局提出的「保險法」修正草案，保險業的「立即糾正措施」，跟銀行業一模一樣，也是分4級監管。

保險局官員表示，未來會依照保險公司的資本適足率（RBC）高低，將保險公司分成4級監管；即「資本適足、資本不足、資本顯著不足、資本嚴重不足」，同時明訂4類型保險公司的「立即糾正措施」；當保險公司的資本適足率越差時，所採取的立即監理措施，就越為嚴厲。

例如保險公司屬於「資本適足」，將維持一般正常監管；但若「資本不足」時，保險公司要提出改善計畫、保險商品開辦將受限、並進行增資。當保險公司「資本顯著不足」時，將進一步解除相關負責人或董、監職務；若屬於最嚴重的「資本嚴重不足」時，可採行「監管、接管、勒令解散、停業清理」等措施，若有必要，將成立過渡保險公司。

【國際中心／綜合外電報導】巴基斯坦首都伊斯蘭瑪巴德近郊城市拉瓦品第（Rawalpindi）15日發生流血衝突，巴國政府16日決定在該市實施宵禁。政府呼籲，拉瓦品第市的市民在宵禁期間不要外出，也不要去清真寺，另外手機訊號將在16日與17日兩天暫時中斷。
 
根據新華社的報導，15日傍晚拉瓦品第的什葉派穆斯林教徒列隊遊行，當遊行隊伍經過遜尼派清真寺時，有人向空中開槍並呼喊反對口號。隨後雙方發生騷亂和衝突，什葉派教徒隨後還襲擊了附近的宗教學校等設施，造成至少10人死亡、80人受傷。
