| 台灣銀行今送出500萬元獎學金

為鼓勵就學貸款學生，能以優秀成績賺取獎學金，前台銀董事長、現任金管會主委曾銘宗任內率先推出的就學貸貸款學生500萬元獎學金，今天舉行公開抽獎，董事長李紀珠及多人見證，由「電腦自動挑選」出515所合作的大專、高中職學校共推薦5914名學生，挑出100名優秀高中職生及200名大專生，每人將各享有高中職1萬元、大專生2萬元的「大紅包」。
台灣銀行董事長李紀珠致詞表示，台銀配合政府65年9月開始承辦就學貸款，至今共有台銀、土銀、富邦、高雄銀行等四家銀行承貸，光台銀承作至今累計未償還金額已達1454億元，占總承貸金額約八成。
近年來也不斷推陳出新提供便捷服務，今天更是首次發出「500萬元的獎學金」，共有5914件申請 (高中職728件，大專以上5186件)，其中高中職中獎率高達13.7%、大專生約3.9%，獲獎學生名單將在12月5日公布於銀行官網首頁，獲獎學生應於一周內提供本人在台灣銀行所開立之新台幣活期帳戶，以利於12月24日前撥入獎學金。
消費金融部經理周紹義，台銀承作就學貸款金額在95年突破1000億元。92年首先推動「額度借據」同一學程同一學校，只要簽一個額度借據，家長不用每學期為幾萬元跑銀行。94年更建立入口網頁平台，97年獨家推出「減息一三一四」，只要在台銀開戶、申請貸款自動扣繳，1.83%利息即可減少0.1314%，目前累積申請戶數23萬戶。101年更推出線上申請服務，只要有金融卡線上檢核，即可免去學生每年親臨對保。

| 葉倫寬鬆言論 宜布局息收較高資產

保德信投信投資管理部協理王華謙表示，聯準會主席候選人葉倫強調美國公債違約風險，市場解讀聯準會不希望在財政困局未解決時過早減緩購債，以避免經濟復甦雪上加霜。
事後回顧，美國兩黨爭鬥乃至政府關門，確實影響了企業及消費者信心，第4季經濟成長也遭到下修。而兩黨當前達成協議僅能確保政府運作至2014年1月，舉債上限也只能支應到2月。在財政問題並未獲得長遠解決前，聯準會調整政策空間勢必受限。
王華謙建議，美國聯準會維持寬鬆態度，料有利金融市場表現，建議投資人衡量己身風險承受度，適度加碼有望受惠的風險性資產。例如經濟數據逐步改善的美歐股市，或具較高殖利率的風險性債種如新興市場債、新興市場企業債等。
