【陳方瑩／南投報導】中部科學工業園區管理局因開發中興新村高等研究園區，擬移植百棵芒果行道樹，今天下午中興新村居民陳美玲、台灣護樹團體聯盟發起人張美惠等10餘人發動護樹行動，為行道樹一一繫上黃絲帶，表達守護老樹的決心與希望。

陳美玲表示，中興新村以老樹景觀著稱，這些芒果樹已有50年歷史，兒時採摘芒果、長大後和男友牽手在「芒果大道」上散步，都是當地人共同的美好記憶和生活方式，他們堅決反對移植，因為依過去經驗，樹木經移植後存活率低，等於是另類謀殺。

中部科學工業園區管理局表示，依據中興新村的都市計畫，近期規畫推動南核心地區的東西向道路工程，由於新設道路與中興路交叉處將產生新路口，且需施作新的排水箱涵和污水、電信管線等設施，與既有的行道樹位置重疊，所以規劃行道樹移植計畫。再次強調，將以原地保留樹木的方式進行工程規劃設計，如因安全因素無法原地保留的樹木，也會提移植計畫報請南投市公所轉請縣議會審查，經同意後才會施作，不會貿然砍樹或移植。

【法庭中心╱台北報導】最高檢指出，檢評會今天建議將檢察總長黃世銘、檢察官鄭深元及楊榮宗等3人送監察院懲處，已嚴重違背客觀中立基本倫理精神，除嚴正表達無法接受與認同外，更深表遺憾與痛心，並痛批檢評會發言人彭文正洩密。

最高檢指出，彭文正明知評鑑委員對於會議內容，在檢評會決議前應保密，卻在今年11 月3 日檢評會約詢檢察官鄭深元、檢察事務官何其非後，即對媒體轉述：「因委員提問犀利，部分證人出現臉紅、支吾其詞，甚至啞口無言等反應。」可見檢評會評鑑早已預設立場。

最高檢認為，高檢署檢察長陳守煌及檢察長及林秀濤檢察官，因接受關說司法個案，已嚴重敗壞司法，但檢評會僅對2人做出建議法務部核處或檢審會審議警告從輕議處，顯見檢評會已知去客觀公正立場。

【林修卉／台北報導】檢察官評鑑委員會做出將檢察總長黃世銘等3人報由法務部移送監察院結論，並建議將黃世銘撤職。監察院副秘書長許海泉對此表示，監察院收到檢評會移送黃世銘案後，將依規定分派案件，並尊重原調查委員的認定，是否屬於原調查委員查案的範圍，如果範圍相同將併案處理；至於撤職的部份，這是公務員懲戒委員會的權限，監察院只有彈劾與否的問題。

檢察官評鑑委員會經過近3個月的審查，針對民間司改會及法務部移送檢察總長黃世銘及檢察官楊榮宗、鄭深元涉及濫權監聽、洩密；檢察長陳守煌、檢察官林秀濤涉及關說，違反檢察官倫理，做成下列決議：

一、受評鑑人黃世銘有懲戒之必要，報由法務部移送監察院審查，建議撤職。理由是濫權監聽、違法公開監聽譯文、洩密、違反行政倫理紊亂體制、濫權召開記者會、新聞稿內容未經查證不顧他人權益、違法監聽立法院總機，事後也未查證即公開託詞辯解。

二、受評鑑人楊榮宗有懲戒之必要，報由法務部移送監察院審查，建議申誡。理由是違法監聽立法院總機，事後也會查證即公開託詞辯解。

三、受評鑑人鄭深元有懲戒之必要，報由法務部移送監察院審查，建議申誡。理由是濫權監聽、違法公開監聽譯文、違法監聽立法院總機，事後也未查證即公開託詞辯解。

四、受評鑑人陳守煌報由法務部核處，建議警告。理由是陳守煌受立法院長王金平關說，並向林秀濤檢察官關說，沒有依法登錄關說事項，也未能注意避免執行職務的公正性受到懷疑。

五、受評鑑人林秀濤報由法務部交付檢察官人是審議委員會審議，建議警告。理由是林秀濤檢察官接受陳守煌檢察長關說，沒有依法登錄關說事項，也未能注意避免執行職務的公正性受到懷疑。
