【陳亮諭／綜合報導】台中市一名謝姓男子疑似罹患強迫症，近1年頻對醫院女護士求愛，只要看對眼就追，甚至卻闖護士更衣室，遭騷擾護士目前有4人，護理長昨天「帶隊」到警局報案，盼遏止謝男的行為。

今日出版的《自由時報》報導，警方調查，謝男看病時，只要被她看上的女護士，就採緊迫盯人攻勢，受騷擾的女護士指控，常常一早看到他在醫院停車場，也會依班表直闖診間，還想進更衣室，甚至尾隨到家，護士間人人自危。警方說，謝男涉違反社會秩序維護法89條「無正當理由，跟追他人」，若勸阻不聽，可處3千元以下罰鍰或申誡，將請謝男到警局說明。

【王文傑、李光濱／花蓮報導】花蓮市南濱夜市今凌晨3時許驚傳火警，火勢從彈珠游戲台附近竄出，由於附近多木材、塑膠布棚等易燃物質助長火勢，大火一路延燒8家攤位，花蓮縣消防局獲報後動員人車灌救，大火在30分鐘內撲滅，總計有3攤全毀、5攤半毀，幸無人傷亡。平時就睡在夜市後方的沈姓攤商發現大火報警灌救，他抓著警察直說：「看到2少年ㄟ在貨車附近跑來跑去，隨後就竄火，一定被放火啦。」

消防局花蓮分隊長陳秋銘表示，燒毀面積共300平方公尺，詳細起火原因有待鑑識人員深入調查釐清。

對於遠通電收提出的「加倍奉還」方案，葉匡時肯定遠通釋出善意，不過他認為，重點不在「加倍返還」，而是應盡速穩定系統，避免再發生誤收、溢收情形。

遠通電收表示，電子收費系統（ＥＴＣ）後端有電腦、人工檢核機制把關，過濾掉前端的重複扣款、不合邏輯扣款等資料，民眾在遠通網站、手機App的即時餘額查詢，純屬參考，不以此為準；須以通行隔天起第三天的出帳紀錄為實際扣款紀錄，若出錯，就會加倍返還，補償金是以門架牌價費用無條件進位到整數。

舉例來說，若車主遭多扣二點五元，遠通會補回三元、再多給三元，共返還六元，出帳三至五天，補儲值到該車號帳戶內；非eTag用戶的補償金額，可抵銷應繳通行費。

除了遠通主動發現扣錯帳直接補儲值到該車號帳戶外，若用戶是自行核對發現扣帳錯誤，也可依照出帳紀錄向遠通反映，同樣可獲加倍償還通行費。

此外，遠通前天表示「授權第一線客服人員，視個案酌量給予用路人補償」，昨態度也軟化。遠通表示，系統未達百分之百精準度，八千多萬筆交易量中僅一百多筆錯帳，引起爭議，希望展現誠意解決，建立一體適用、透明化的補償機制。之前遭重複扣款的一百廿一筆，誤扣金額共約一萬元，也都已「加倍返還」補進車主帳戶了。

遠通說，「加倍返還」方案暫定國道計程元年（二○一四年）施行，相信系統穩定後，錯帳率會少很多；若民眾反應好，也不排除延長實施。
