親民黨立委李桐豪今（13）日表示，對於前國軍連長林毅夫叛逃案，林毅夫不妨聘請律師在台進行法律攻防，如果要以政治手段解決，則可能唯有「總統特赦」，但無論要怎麼處理，都必需要對如何維持軍紀要做出合理交代。

軍事審判法今（13）日進行第2階段移撥作業，對於世界銀行前副總裁林毅夫（原名林正義，後改林正誼，再更名為林毅夫）在金門服役時的叛逃事件，在法務部與國防部協商後，將依屬地主義將林毅夫遭通緝案，移由「犯罪地」金門高分檢處理，而軍方希望在司法單位接管後，能持續發佈對林毅夫的通緝。

李桐豪今天對此表示，林毅夫叛逃發生的時間點是否是在「作戰期間」恐有爭議，檢察官應該做出相對應的法律解釋，此外，如果林毅夫想要返台，不妨先在台灣聘請律師進行法律攻防；如果想要透過政治層面解套，可能唯有「總統特赦」這條途徑。

李桐豪表示，軍方希望持續對林毅夫通緝心態上可以理解，因為如果不這樣做，對於將如何維持軍紀勢必會產生很大的疑慮，因此無論是要走法律途徑或政治途徑，都應該要對如何維持軍紀要有合理的交代。

營運改善 通用股利發放日近

通用汽車公司（General MotorsCo.）財務長阿曼（Dan Ammann）說，通用已更接近發放股利，而且也知道投資人希望發放股利。

阿曼昨天在底特律北美國際汽車展（NorthAmerican International Auto Show）之前的一項活動中告訴記者：「對我們而言，明顯的，投資人希望發放股利。由於我們已採取所有的行動，我們已較以往更接近這個目標。」

將於今年2月公布獲利的通用，可能邁向連續第16季獲利，且公司在2009年破產重組後，已改善現金流和減少發行在外的優先股。

美國財政部上個月出售剩餘的通用持股。現任執行長艾克森（Dan Akerson）預定本月15日退休，由巴拉（Mary Barra）接任，阿曼將擔任董事長。

自2008年以來，通用一直未付股利給投資人，通用主管曾經說，公司希望維持可以抵擋急劇經濟下滑的「固若金湯的資負債表」，以及發放股東現金股利

退出和信電訊　辜成允：要在大池塘當大魚

【陳亮諭／綜合報導】台泥集團董事長辜成允曾一度積極發展電信事業「和信電訊」，當時搶標3G執照，卻在2001年12月底宣布退出電信業，辜成允談起「辜氏哲學」說「台泥要在大池塘做大魚，不在小池塘做大魚。」

今日出版的《經濟日報》報導，辜成允說，和信電訊是自己一手創立的，2001年和信電訊正和日本最大通信公司NTT DoCoMo合作，NTT當時欲跟中國移動合作，他扮演中間者的角色。某次他赴中國洽公，拜訪中國移動某位高層主管時，該位高層很生氣的說，GPRS手機推了2個月，只有200多萬用戶；辜成允猶如當頭棒喝，因和信在台灣推行很久，也只有200多萬用戶。他之後思考，台泥在電信產業不可能當大魚，但在水泥產業很有機會，決定賣掉和信電訊，同時把台泥的水泥事業布局延伸到中國，藉由中國市場，成為具有影響力的大企業。

軍案移審 高雄院檢共92案

軍案移審今第二波，高雄地院受理25件，2名在押被告，都是逃兵案。高雄高分院受理11案，4名在押被告。上午人犯分別被送到高雄地院和高雄高分院候審，法官開庭後決定是否繼續羈押。

軍中偵辦中案件今也移交到高雄地檢署，共56案，其中13案已判決確定待執行、14件交付保護管束案件。雄檢成立「軍司法專責小組」，由主任檢察官王啟明擔任召集人，分派專組檢察官承辦。

志超上月營收淡季不淡，出貨蘋果產品創高

印刷電路板廠商志超(8213)表示，由於筆電廠庫存極低、新筆電客戶開始出貨、多款低階觸控筆電上市，去年12月志超含平板、筆電出貨首度突破單月3.5百萬片，而配合Apple的HDI產品及觸控產品出貨也創新紀錄。

志超去年12月營收18.5億元，月成長2.67%，年成長近13%，呈現淡季不淡；去年全年志超合併營收約209億元，年衰退約5.6%。

志超表示，2013年因遂寧廠初步投產未達經濟規模、蘇州廠調整產線及人員等因素，衝擊營運表現；展望2014年，隨著上述因素去除，新客戶、新產品等效應料逐一顯現成果，將可期待創造較以往更好營運表現。

志超目前包含子公司統盟電子(5480)、宇環科技(3276)等計有台灣平鎮廠、桃園廠、中壢廠、南崁廠及中國蘇州廠、無錫廠、中山廠、遂寧廠等，硬板月產能約850萬平方英呎。

志超客戶部分，包括三星(Samsung)、樂金(LG Display)、友達(2409)、群創(3481)、夏普(SHARP)及京東方(BOE Hydis)、華星光電等；而近幾年所新增的資訊板產品線部分，主要客戶有廣達(2382)、仁寶(2324)、和碩(4938)、緯創(3231)等。

軍事案件移審 劉冠軍案士院接辦

軍事審判法修正案後第二階段移審司法案件，士林地方法院今接辦5件移審案，其中最受矚目的案件被告為前國家安全局上校出納組長劉冠軍。劉疑利用職務之便，侵吞1.9億元「奉天專案」情報活動經費。士林地院指出，若劉現身，將由法院審理，目前仍對他發布通緝。

軍事審判法第二階段移撥作業今天上午實行，司法院調辦事法官呂煜仁中午指出，軍事法院已在上午11時25分將包括通緝中的被告，前國安局上校出納組長劉冠軍等167人移送法院，順利移交完成。

劉冠軍因涉嫌侵吞奉天專案經費1.9億元遭偵辦，但劉被移送的是逃亡、違反入出境移民法等罪嫌的部分，追訴時效至今年4月止，接收法院為士林地方法院。

呂煜仁表示，軍事法院移送一般法院共157案，人數167人，在押人犯9人，通緝被告5人，共有25所法院接到案件。移送案件的罪名主要包括對上官施強暴恐嚇罪、侮辱上官、抗命、逃亡、毒品、酒駕等。
