烏克蘭周二稱與俄已進入「軍事階段」，周三宣佈將與美英進行聯合軍事演習。

烏克蘭國家安全及國防會議秘書長帕魯比（Andriy Parubiy）表示，將與布達佩斯安全保障備忘錄的簽署國舉行聯合軍演，但沒有透露時間等細節。

布達佩斯安全保障備忘錄是1994年12月5日由烏克蘭、美國、俄羅斯和英國在匈牙利首都布達佩斯簽署，用以解決烏克蘭在蘇聯解體後獨立以來，前蘇聯遺留下來的核武，並確保烏克蘭的領土完整。

另一方面，歐洲加緊向俄實施制裁。德國周三中止與俄一宗重要武器交易。（國際中心／綜合報導）

北韓人民在封閉獨裁政權統治下，長期受洗腦教育，南韓媒體披露，北韓中學教科書向學生灌輸錯誤訊息，把南韓描繪成貧窮饑荒肆虐的人間地獄，訛稱首爾明洞街頭有少女乞求賣眼，更將美軍妖魔化成姦淫擄掠的罪犯。但韓流難以抵擋，不少韓劇、韓貨都在北韓普及，民眾正逐漸擺脫金氏政權 的思想控制。

南韓《朝鮮日報》報導，北韓中三教科書《社會主義品德與法》及《金正日選集》中，指南韓至今仍是美國的殖民地：「美國戴着解放者假面具，將南韓變成殖民地、軍事基地、恐怖襲擊和剝削當道的人間地獄。」文中又指，美國在南韓建立核武庫，殺戮南韓人。

這些教科書和刊物，強調要趕走美國、解放南韓，形容美軍在光天化日下，開槍闖進民宅搶劫、強姦婦女，以及脫北者到南韓後會被挖眼及分屍等謠言。北韓教科書中的南韓首爾，貧窮少年只能依靠為美軍擦皮鞋糊口；甚至附上插畫，描繪一名少女在明洞街頭，乞求人們買走她雙眼。

雖然北韓政府不斷向學生灌輸南韓的負面形象，但北韓百姓對南韓產品和電視劇趨之若鶩。有北韓人透露，現時因太多人看了南韓電視劇和電影，北韓百姓都知南韓人生活比他們好，北韓富裕家庭現時都有南韓產品，以電器、汽車最熱賣，他們已把中國製產品拋諸腦後。

一名從中國走私貨品的北韓人透露：「給幹部最好的賄賂，就是南韓化妝品或服裝，我們會把商標撕掉或塗污，偷偷帶回國。」他又稱，在北韓都是秘密交易南韓產品，只要向顧客展示撕下的商標，就能賣得好價錢。北韓甚至流傳說法指，金氏家族是最早的哈韓族，早已看南韓電視節目。 （國際中心／綜合外電報導）

民眾占領立法院超過24小時，近萬名民眾包圍立院，擠得水洩不通，青島東路、中山南路與濟南路各設有會場，民眾輪番上台演講與唱歌；晚間出現飆車族現身鬧事，鳴放汽笛向抗爭民眾嗆聲，引發警方高度關注。

立院議場內因空氣不流通，相當悶熱，晚上6點有醫護人員進駐，保護學生健康，一位醫護人員說，若持續關閉空調，可能導致熱衰竭或中暑；晚間6點半，場內才開啟空調。

晚間11點起，占領議場的學生高度戒備，將所有出入口用椅子擋住，並以繩索綁緊，嚴格管控出入人員，以防警方攻堅。

警方統計，截至晚上10點，濟南路外約有2千人、中山南路廣場約2千5百人、中山南路人行道約3百人、青島東路2千5百人、青島東路院區約1千人，議場5百人，共計近9千人。

北市公共運輸處表示，因應立法院前集會遊行活動，周邊道路青島東路(中山南路至林森南路)、濟南路(中山南路至林森南路)及鎮江街將進行交通管制。行經該區的公車路線包括49、222、246、265(含區)、295、297、307、527及604路等公車，已於今晚開始取消停靠。

公運處表示，今晚已通知公車司機於車上廣播告訴乘客，將於解除交管後恢復停靠。九路線暫時改駛忠孝東路，取消停靠「行政院」站、「青島林森路口」站、「成功中學（濟南）」站及「成功中學（林森）」站等站位。
